This paper has been prepared under the guidelines provided by the TAP Secretariat at the FAO, as a contribution to the G20 initiative TAP, which includes near 40 partners and is facilitated by FAO. Its purpose is to provide a Regional synthesis report on capacity needs assessment for agricultural innovation, with capacity gaps identified and analyzed, including recommendations to strengthen agricultural innovation systems (AIS) and draft policy recommendations to address the capacity gaps.
This report assesses trends in investments, human resource capacity, and research outputs in agricultural R&D -excluding the private (for-profit) sector- in LAC. It is an update of Stads and Beintema (2009), covering a more complete set of countries and focusing primarily on developments during 2006-2012/2013.

This year’s report looks at the impact of rapid urban growth on food security and nutrition, and considers how food systems can be reshaped to benefit both urban and rural populations. This report is the result of a World Bank mission that visited Paraguay in June 2013 at the request of the Government of Paraguay. The mission’s objective was to identify, quantify, and prioritize agriculture risks that determine the volatility of agriculture gross domestic product (GDP), based on a methodology to assess sector risks developed by the World Bank. The methodology stipulates a two-phase process.

Con este objetivo, dieciséis participantes de las diferentes áreas involucradas en la cadena productiva agropecuaria de la región de América Central y México compartieron sus experiencias e identificaron acciones y actores clave en el Seminario-Taller. A lo largo de tres días se conocieron diversas iniciativas que permitieron formular nuevos retos y conclusiones en torno a la cadena productiva.

Based on an analysis of the trends and prospects, each chapter offers a series of recommendations for the consideration of decision-makers, in an effort to help address the challenges posed by the global economic dynamics and to take advantage of opportunities.
Atentos a la dinámica que han seguido los mercados internacionales de productos agrícolas, y con el interés de contribuir al debate, al análisis y a la toma de decisiones informadas para hacer frente al complejo problema de la volatilidad de precios, nos complace presentar este primer número del Boletín interinstitucional CEPAL-FAOIICA, que forma parte de la iniciativa que nuestras instituciones vienen emprendiendo desde 2009 para elaborar, cada año, una publicación sobre las perspectivas de la agricultura y el desarrollo rural en América Latina y el Caribe.
