This briefing paper aims to raise debate about agricultural information management (AIM) in the CORAF region. It draws attention to initiatives concerned with AIM and sub-Saharan Africa (SSA) from global to local levels. Using these examples, we pose questions as to what AIM is, highlight some key dilemmas, and some promising initiatives that may provide inspiration for debate about information in development. This review aims to introduce the institutional and policy oriented literature on technological innovation into the context of post harvest engineering. The focus is how rigorous quality and food safety standards in cross-border agricultural and horticultural trade influence technological change up stream in the agri-food chain. The review presents a selection of literature that considers technological innovation as a process, with a specific focus on the enabling and constraining institutional conditions found in developing countries.

High elevation páramo (wetland) ecosystems in the Andes are important water sources for local communities and downstream agricultural and urban users. These headwater catchments, however, are often impacted by human activities (eg agricultural production) that affect both stream water quality and flow. Knowledge about water availability, quality, and use is essential for effective management but is often lacking, particularly in smaller mountain communities.

This paper explores the application of the innovation systems framework to the design and construction of national agricultural innovation indicators. Optimally, these indicators could be used to gauge and benchmark national performance in developing more responsive, dynamic, and innovative agricultural sectors in developing countries.

This article proposes ways to use programme theory for evaluating aspects of programmes that are complicated or complex. It argues that there are useful distinctions to be drawn between aspects that are complicated and those that are complex, and provides examples of programme theory evaluations that have usefully represented and address both of these.

This study demonstrates the practical application of CRS' partnership principles. CRS Niger and CADEV Niger (Caritas Niger), with the support of USAID's Food for Peace program, worked together to identify areas of CADEV Niger's organizational strengthening plan for CADEV Niger's human, material, and financial management, its institutional framework, and its access to and use of management tools. CADEV Niger, with CRS support, also worked to increase the capacity of field agents and volunteers, while simultaneously increasing the involvement of community members.

Given the diversity and context-specificity of innovation systems approaches, in March 2007 the World Bank organized a workshop in which about 80 experts (representing donor agencies, development and related agencies, academia, and the World Bank) took stock of recent experiences with innovation systems in agriculture and reconsidered strategies for their future development. The increasing complexity of technology development and adoption is rapidly changing the effectiveness of scientific and technological policies. Complex technologies are developed and disseminated by networks of agents. The impact of these networks depends on the assets they command, their learning routines, the socio-economic environment in which they operate and their history.

This paper argues that impact assessment research has not made more of a difference because the measurement of the economic impact has poor diagnostic power. In particular it fails to provide research managers with critical institutional lessons concerning ways of improving research and innovation as a process. Paper's contention is that the linear input-output assumptions of economic assessment need to be complemented by an analytical framework that recognizes systems of reflexive, learning interactions and their location in, and relationship with, their institutional context.
