This paper explores the application of the innovation systems framework to the design and construction of national agricultural innovation indicators. Optimally, these indicators could be used to gauge and benchmark national performance in developing more responsive, dynamic, and innovative agricultural sectors in developing countries.

Given the diversity and context-specificity of innovation systems approaches, in March 2007 the World Bank organized a workshop in which about 80 experts (representing donor agencies, development and related agencies, academia, and the World Bank) took stock of recent experiences with innovation systems in agriculture and reconsidered strategies for their future development. This handbook describes the framework and methods for Capacity Assessment (CA) in a practical manner so that JICA’s project management (formulation, implementation, evaluations) is carried out by incorporating a perspective of CD support. This handbook presents perspectives which are necessary when examining what sort of cooperation projects should be formulated for important development issues in the future. Such projects include technical cooperation, and more comprehensive cooperation programs are also under consideration.

The CGIAR Research Program on Aquatic Agricultural Systems (AAS) is pursuing a Research in Development approach that emphasizes the importance of embedding research in the development context. Reflecting this emphasis the six elements of this approach are a commitment to people and place, participatory action research, gender transformative research, learning and networking, partnerships, and capacity building. It is through the careful pursuit of these six elements that the program is believed to achieve the desired development outcomes.

Public-private partnerships are a new way of carrying out research and development (R&D) in Latin America's agricultural sector. These partnerships spur innovation for agricultural development and have various advantages over other institutional arrangements fostering R&D. This report summarizes the experiences of a research project that analyzed 125 public-private research partnerships (PPPs) in 12 Latin American countries. The analysis indicates that several types of partnerships have emerged in response to the various needs of the different partners.

Innovation system approach offers an holistic, multidisciplinary and comprehensive framework for analyzing innovation process, the roles of science and technology actors and their interactions, emphazing on wider stakeholder participation, linkages and institutional context of innovation and processes.
