This paper argues that Dutch-funded capacity development projects in developing countries for tertiary agricultural education organisations as they are currently carried out are not able to successfully achieve the sustained changes required. That is, changes in how an organisation functions, its cultural norms and rules, and also in how it interacts within wider networks. Rather, long-term institutional change is needed.
This report documents the history of the systems of rice intensification (SRI, for short) in India in the last few years and presents some of the institutional changes and challenges that SRI throws up. The first part looks at the complex and continuing evolution of SRI in India and presents SRI as an innovation in process and not as a completed product. Farmers and other actors are continuously shaping it through their practice. Part II focuses on insights of the innovation systems framework looking closely at the nature and quality of linkages of the various actors.
The role of civil society in influencing public opinion towards more democratic and developmental approaches is now well-recognised in diverse fields such as health, education, livelihoods, issues relating to disadvantaged social groups and the environment. Yet, science and technology in India is predominantly seen as the preserve of the state, and more recently the market. In the linear model of innovation, civil society is seen at best as having a role in extension or the delivery of technology produced elsewhere.
The book documents a diversity of approaches for and results from the development of innovation processes (endorsing the definition proposed by FARA) through a review of twelve agricultural platforms in sub-Saharan Africa. These cases are far from exhaustive but nevertheless bring up a wealth of experiences. The authors do not pretend to present a model or template for the perfect innovation platform. To the contrary – they do not believe this is possible.
This book describes how the Alliance for a Green Revolution in Africa (AGRA) has been trying to improve markets for staple foods in Africa through its Market Access Programme. It describes 13 projects from eight countries (Burkina Faso, Ghana, Kenya, Malawi, Mozambique, Rwanda, Tanzania and Uganda) that the programme has supported. The book does not attempt to describe the cases in detail. Rather, it focuses on particular aspects in order to derive lessons from which the project managers, AGRA and other development organizations can learn.
Institutional innovations are critical for effective performance of agricultural research centres in natural resource management projects that often include multiple and diverse stakeholders with contrasting objectives and activities. This paper looks at the process of agricultural innovation and the contribution agricultural research can make. To be able to analyse the process of agricultural innovation, three dimensions are distinguished: 1) opportunity assessment to identify ‘entry points for change’, defined drawing on the expertise and experience of many actors; 2) experimentation under realistic circumstances, leading to ‘tested and tried promising new practices’; and 3) bringing into routine use for ‘impact at scale’, which invariably incurs in further adaptation to fit a diversity of ‘local realities’.
