The purpose of the paper, using a comprehensive innovation systems failure framework, is to assess the performance of agrifood innovation systems of Scotland and the Netherlands, through analysis of the key innovation actors (organisations, networks or influential individuals), and their key functions (research provider, intermediary etc), and those mechanisms that either facilitate or hinder the operation of the IS (known as inducing and blocking mechanisms, respectively).

The process of knowledge brokering in the agricultural sector, where it is generally called agricultural extension, has been studied since the 1950s. While agricultural extension initially employed research push models, it gradually moved towards research pull and collaborative research models. The current agricultural innovation systems perspective goes beyond seeing research as the main input to change and innovation, and recognises that innovation emerges from the complex interactions among multiple actors and is about fostering combined technical, social and institutional change.
The Africa Capacity Indicators 2012 Report (2012A CIR) seeks to address the issues of capacity development on the African continent, building on the dialogue stemming from the inaugural 2011 ACIR and linking this to a very pertinent issue facing Africa today – agricultural transformation and food security.
