This book contains a collection of papers that discuss the experience of an Agricultural Research for Development (AR4D) capacity building program in Papua New Guinea (PNG). The program was the AusAID-funded Agricultural Research and Development Support Facility (ARDSF), which ran for fi ve years from 2007 to 2012, and which sought to improve the delivery of services by agricultural research organisations to smallholder farmers. 

This report reviews recent trends in agricultural innovation systems (AIS) and discusses the impact of a wide range of policies on the creation and diffusion of innovation in the agricultural and agrifood sector. It suggests a framework for analysing the role of governments in fostering increased innovation, with a view to helping to identify practical actions that governments could take to improve productivity growth, sustainable use of resources, and resilience to future market developments in national and global agriculture and agri-food systems.

This brochure presents the UNDP approach to supporting capacity development and the policy statements that UNDP supports. These are backed up by ongoing research and analysis of capacity development theory, methods and applications. The services included are examples of capacity development initiatives that can be supported by UNDP or its partners. The present manual provides a reference framework for the strategic and operational work in the field of capacity development. It is addressed to all staff of ADC in Austria as well as in the coordination offices, to non-governmental and implementing organisations, to stakeholders in partner countries, other donors and members of the public interested in development policy. 

The Guidance Note on Operationalization provides a brief recap of the conceptual underpinnings and principles of the TAP Common Framework as well as a more detailed guide to operationalization of the proposed dual pathways approach. It offers also a strategy for monitoring and evaluation as well as a toolbox of select tools that may be useful at the different stages of the CD for AIS cycle.

This paper has been prepared under the guidelines provided by the TAP Secretariat at the FAO, as a contribution to the G20 initiative TAP, which includes near 40 partners and is facilitated by FAO. Its purpose is to provide a Regional synthesis report on capacity needs assessment for agricultural innovation, with capacity gaps identified and analyzed, including recommendations to strengthen agricultural innovation systems (AIS) and draft policy recommendations to address the capacity gaps. 

The first phase in the development of the Common Framework on Capacity Development for Agricultural Innovation systems (CD for AIS) consisted of the review of the existing literature, building up a repository of relevant documentation on agricultural innovation in general and AIS and CD for AIS. This report summarizes this first phase. In particular, Section 1 covers this brief introduction. Sections two and three focus on the review of relevant literature, presenting the methodology used and the structure of the repository itself.
