Traditional approaches to innovation systems policymaking and governance often focus exclusively on the central provision of services, regulations, fiscal measures, and subsidies.

In order to facilitate Participatory Technology Development (PTD) in African agriculture, extensionists and scientists must collaborate with local innovators to optimise (where necessary) and disseminate their innovations. This literature review proposes a conceptual model for PTD in which technology is developed in the context of an adoption cycle. Building on an innovation-decision approach, the characteristics of innovations that achieve widespread uptake are identified.

The agricultural innovation system can be strengthened by increasing the learning capacity of research and field organisations. Participatory methods were developed to study three dimensions of the capacity of such organisations in Nicaragua to access and analyse information, highly correlated to learning capacity – the individual routines of their professionals, the formal procedures of the organisation and the organisation's use of collaborative projects to strengthen core operations.

Public–private partnerships that aim at the development of innovations have gained increasing attention from governments, public research and private companies, because they enable partners to draw from complementary resources and profit from synergy and joint learning. The overall objective of the Comprehensive Assessment of the Agricultural Sector (CAAS) is to provide an evidence base to enable appropriate strategic policy responses by the Government of Liberia (GoL) and its development partners in order to maximize the contribution of the agriculture sector to the Government's overarching policy objectives. Given the strong relationship between growth in agricultural productivity and poverty reduction, future efforts in Liberia need to focus on productivity enhancing measures with a pro-poor focus that increase incomes.

The objective of this paper is to identify the possible role and opportunities for the private sector to participate with governments and farmers in developing and managing irrigation and drainage (I&D) infrastructure. Over the last 50 years, irrigated agriculture has been vital to meeting fast-rising food demand and has been key to poverty reduction. In the coming years the strong demographic demand for food is expected to continue, and intensified irrigated agriculture will have to provide close to 60 percent of the extra food.

Indonesian agriculture is at a crossroads. Supporting the livelihood of millions of Indonesians, it needs to underpin renewed and robust growth of the economy; and be a key component of the Government's poverty alleviation strategy. The challenge for the future is to reinvigorate productivity gains among rural producers, and provide the foundation for long run sustainability of these productivity gains. Productivity gains are key to farmer income growth, and for this rebuilding the research and extension systems that have seen a marked deterioration in recent years will be critical.
