This set of guidance notes is designed to support practitioners and evaluators in conducting retrospective evaluations of a capacity development intervention or portfolio to assess and document results. Users will enhance their understanding of the capacity development process, of what works and what does not work in promoting change and to inform future programs. The standard M&E approach for assessing capacity development results has not been sufficient.
Grant funds specifically targeted to smallholder farmers to facilitate innovation are a promising agricultural policy instrument. They stimulate smallholders to experiment with improved practices, and to engage with research, extension and business development services providers. The purpose of this paper is to provide forward-looking recommendations for linking agriculture and nutrition by looking back over the 40 years since both nutrition and rural development began at the Bank in 1973. This paper sets out to explore whether what is currently being suggested has been attempted in the past; in what circumstances, with what sort of support or commitment, by what actors, and with what results.
The privatization of agricultural research and extension establishments worldwide has led to the development of a market for services designed to support agricultural innovation. However, due to market and systemic failures, both supply side and demand side parties in this market have experienced constraints in effecting transactions and establishing the necessary relationships to engage in demand-driven innovation processes.
