This Country Partnership Framework (CPF) for Tunisia, prepared jointly by International Bank for Reconstruction and Development (IBRD), International Finance Corporation (IFC) and Multilateral Investment Guarantee Agency (MIGA) covers the period Fiscal Year (FY) 2016 through FY 2020. This paper presents the common framework on CD for AIS developed by TAP and points to the relevance of meta-learning and the importance of “functional capacities”, if higher education institutions and their graduates are to become active players in the agricultural innovation system. The Framework was developed through an inclusive, participatory and multi-stakeholders approach with contributions by TAP Partners, including FARA and the Global Conference on Higher Education and Research in Agriculture.
The paper, prepared for the "High Level Policy Dialogue on Investment in Agricultural Research for Sustainable Development in Asia and the Pacific" (Bangkok Thailand; 8-9 December 2015), presents the Common Framework on Capacity Development for Agricultural Innovation Systems (CDAIS).The framework is a core component of the Action Plan of the TAP, a G20 Initiative, aiming to increase coherence and effectiveness of capacity development for agricultural innovation that lead to sustainable change and impact at scale.
The challenges of providing food security for the developing world have perhaps never been so extreme, with the introduction of new technologies being matched by land degradation, water concerns and the often uncertain impacts of a changing climate. In short, we will need to produce more food on less land. Adding to the problem is the distrust and fear around some new technologies – particularly biotechnologies – that have created a divide between scientists and farmers, decision makers and the public. There have been many attempts to bridge these divides, but few success stories.

Multi-stakeholder (MS) platforms, such as innovation platforms (IP), public-private partnerships (PPP) are becoming more common but what they can achieve in innovation and scaling is limited and depends on different factors. This poster and the broader research paper provide evidence what MS platforms can and cannot achieve in their early phases and give insights about effectiveness and efficiency of Agricultural Research for Development (AR4D) interventions such as CGIAR research programs (CRPs) in low and middle income countries.
