This paper discusses external influences on innovation platforms (IPs) and the options for effective responses. The platforms examined in this paper were conceived as vehicles for facilitating institutional change in support of innovation that benefits smallholders, in selected agro-enterprise domains in Benin, Ghana and Mali. They were designed and implemented in a manner that enabled experimentation with processes of change in the selected domains.
In the Office du Niger large rice farming irrigation scheme in Mali, water management has been a permanent source of tension between the smallholder tenants and the administration. The transfer of tertiary canal maintenance to the tenant farmers was expected to improve water management but, in practice, that rather led to deterioration.
On observe depuis une vingtaine d'années l'émergence de bassins de production maraîchère dans le Sahara algérien par la mobilisation des eaux souterraines profondes, en marge des oasis traditionnelles. L'agriculture intelligente face au climat (climate-smart agriculture – CSA) a comme objectifs d'être adaptée au changement climatique et de l'atténuer, tout en contribuant de manière durable à la sécurité alimentaire. Né en 2010 à l'initiative de la FAO, le concept a fait école et se décline désormais en diverses pratiques qui prennent en compte ces objectifs de manière différente. Les pratiques agroécologiques de couverture permanente du sol, par des arbres ou des cultures, sont parmi les plus courantes.
This paper analyses a monitoring, evaluation and learning (MEL) system developed within an agricultural research for development institution. The system applies aspects of the Outcome Harvesting tool and focuses on learning for adaptation and improvement of innovation processes. Developmental evaluation principles are applied to discuss its application. The MEL system provides insight into the processes and interactions with next users that generate outcomes.
Agricultural research continues to be a good investment. The studies show that investments in international and national agricultural research account for almost all of the total factor productivity (TFP) growth in SSA and large shares of agricultural growth globally. The existing agricultural research institutions have, on average, delivered rates of return to public investment above 30-40%, which is much higher than the 5-10% available to other public investments or the 2-5% cost of borrowing public funds.
In Mexico there are public programs that promote the improvement of the technical and productive conditions of the agriculture sector through organisations such as Produce Foundation Puebla (FUPPUE). This organisation has implemented diverse mechanisms oriented to promoting farmers' technological and productive capabilities. However in some cases when the FUPPUE leaves them, farmers' capabilities and performance decrease within a short period of time.
The objective of this report is to assess the usefulness of providing guidance for scaling up good practices in core ARD business lines, and to test the prospects for doing so. The output of the document is a guide for a systematic discussion on scaling up of Competitive Grant Schemes (CGSs) for agricultural research and extension at key decision points during the life of an ARD project. This report addresses the other end of the state-of-practice spectrum - good practices and beyond.
