Partnership brokering is needed to work out new ways of organising food systems that treat agricultural smallholders as a resource and opportunity rather than a problem or distraction. This is because food systems are demanding innovation in the way they are organised. This is a matter of transforming stakeholders into partners in order to reconfigure food systems to operate differently, rather than just operate more efficiently. Fundamental systemic changes are needed as our contemporary food system is failing to deliver the food we increasingly demand.
Net-Map is an interview-based mapping tool that helps people understand, visualize, discuss, and improve situations in which many different actors influence outcomes. By creating Influence Network Maps, individuals and groups can clarify their own view of a situation, foster discussion, and develop a strategic approach to their networking activities.
The presentation was given for the SEARCA Forum-workshop on Platforms, Rural Advisory Services, and Knowledge Management: Towards Inclusive and Sustainable Agricultural and Rural Development, Los Banos, 17-19 May 2016. This paper looks at brokerage functions in a project on building innovation capacity through improved networking. Innovation capacity influences how actors respond to changes in their environments. In such dynamic environments well connected sets of actors are at an advantage in that they can combine skills to address the emerging opportunities and challenges. However, policy and cultural barriers especially in African innovation systems raise the transaction costs of networking leading to weak connectivity among actors thus poor innovation capacity.

The purpose of this piece of work is to investigate, through a literature review, the role of intermediaries in agricultural and rural development. In the first place, a general view of the roles of intermediaries, (focusing on the two main types of intermediaries, i.e. facilitators and brokers), as depicted in literature, is provided. Following, the emergence of facilitators and brokers in agricultural literature is explored based on the turn from reductionist to systemic science as well as from the expert syndrome to participatory development.
