This document is accompanyng the volume Public Agricultural Research in an Era of Transformation: The Challenge of Agri-Food System Innovation (available in TAPipedia here), which provides some of the groundwork in answering the question of how the CGIAR system and other public agricultural research organisations should adapt and respond to an era of transformation framed by the SDGs.

À partir de l’identification des réseaux d’action publique impliqués dans le développement de l’Agriculture de conservation (AC), il montre une situation d’inégalité entre acteurs pour l’accès aux ressources permettant de développer des techniques innovantes.

L’agronomie s’interroge sur la façon de co-développer de nouvelles propositions techniques et organisationnelles pour améliorer la production et le niveau de vie des populations. La Recherche-Action en Partenariat (RAP) est une démarche de recherche qui associe les acteurs locaux à la construction d’innovations. Au cours des vingt dernières années, l’évolution des politiques économiques au Nord comme au Sud a été marquée par la mise en place de processus de libéralisation. Selon les contextes institutionnels, la libéralisation peut prendre des formes très contrastées. Au Costa Rica, suite à l’adhésion du pays à l’OMC, la libéralisation de la filière haricot a été très marquée, du fait d’une protection tarifaire basse, alors que celle de la filière lait n’a pas été effective, du fait d’une protection tarifaire élevée, notamment.
