Policy brief No. 2. The majority of the world’s poor are smallholder farmers in developing countries. These smallhol- ders face several obstacles that limit their produc- tivity and profits, such that their incomes remain low. Institutional changes in the agricultural value chains are required to reduce poverty rates among smallholder farmers, and to stimulate agricultural growth.
L’évaluation participative repose sur le principe d’une participation active des principales parties prenantes (dont les groupes les moins organisés) à l’exercice d’évaluation. Cette démarche présente un certain nombre d’atouts qui peuvent se transformer en limites quasi rédhibitoires si certains préalables ne sont pas remplis. La finalité de cet article est de discuter des avantages et des inconvénients de la participation, ainsi que des conditions à réunir pour que l’évaluation participative puisse atteindre ses objectifs.
The innovation system perspective acknowledges the contributions made by all stakeholders involved in knowledge development, dissemination and appropriation. According to the specific agricultural production system, farmers adopt innovations, modify them or innovate on their own. This paper examines the role of farmers' experiments and innovations in Cuba's agricultural innovation system (AIS), identifies knowledge exchange encounters and describes some strategies implemented to institutionalize farmers' experiments and innovations.
The Government of Burkina Faso embraced innovation in agriculture many years ago, thus CDAIS could build on solid foundations. Six innovation niche partnerships were selected, each working on very different types of innovations, technically, socially or organisationally, and facing contrasting challenges for capacity development.
Grand societal challenges, such as global warming, can only be adequately dealt with through wide-ranging changes in technology, production and consumption, and ways of life, that is, through innovation. Furthermore, change will involve a variety of sectors or parts of the economy and society, and these change processes must be sufficiently consistent in order to achieve the desired results. This poses huge challenges for policy-making. This paper focus on implications for the governance of innovation policy, i.e., policies influencing a country’s innovation performance.

In Ethiopia, village surveys were conducted in six villages and two expert workshops were organized to discuss the organization of the study and to evaluate the draft results. Based on household surveys, focus group discussions, and institutional stakeholder interviews, we assessed household vulnerability, analyzed the strategies households adopt to reduce the hazards faced, and evaluated the assistance households receive from institutions. Vulnerability profiles were formulated, which show that household vulnerability differs substantially among and within villages.
This note presents an analysis of the obstacles and opportunities for STP’s agriculture value chains, assesses the main sector risks, and provides a series of public sector recommendations for increased private sector investment. While the country will remain a net importer of food and agricultural products for the foreseeable future, a series of opportunities exist, some to increase import-substitution, others to expand exports. Given STP’s land constraints and climate variability, importing food will continue to occur in the near to medium-term future to satisfy local demand.

This course explains how to carry out effective analysis and development of state and non-state organizations in member countries and provides illustrations of organizational change including in government ministries, producer organizations and research institutes.
