The Great Lakes region of Central Africa is an area abundant in hills, people and conflicts. Its high altitude and cooler climate make it ideal for agriculture. But soils have been exhausted, spare land is no longer available, and farm households in parts of this region rank among the most food insecure and malnourished on earth. Years of civil conflict have moreover paralyzed agricultural advisory and extension services and resulted in poor access to markets.
To support the multi-stakeholder process in Burundi, the national research institute ISABU (Institut des Sciences Agronomiques du Bu-rundi) was requested to act as the facilitating organisation. ISABU had previously partnered with the CGIAR centres in Burundi under the CIALCA program that had supported partnerships to coordinate activities and stimulate demand-driven research. With the aim of building on existing collaboration and activities, it was decided to re-engage with former CIALCA partners, including ISABU.
This paper provides a retrospective look at a systems-oriented research program, on the increasing occurrence of parasitic weeds in rainfed rice in sub-Saharan Africa, to qualitatively assess merits and identify challenges of such approach. Banana and plantain are one of the most important staple food crops and a significant source of income to smallholder farmers in the East African Great Lakes Region. Banana Xanthomonas Wilt (BXW) is a devastating bacterial disease that threatens smallholder production and livelihoods. We use a systems approach to describe how gender shapes roles and practices in the household, on the farm and in innovation processes. We draw on a case study in Burundi, where single disease stem removal (SDSR) has been introduced as a labour-saving package to reduce BXW incidence.
The paper discusses the work force development (Wfd) tool that places explicit focus on three functional dimensions of Wfd policies and institutions: (a) strategy; (b) system oversight; and (c) service delivery. Strategy refers to the alignment between workforce development and a country’s national goals for economic and social development. System oversight refers to the governance arrangements that shape the behaviors key stakeholders involved, including individuals, employers, and training providers.

Since the early 1990s, Uganda has implemented a number of reforms in the agricultural sector. However, in the past 10 years, the performance of the sector has lagged behind other sectors particularly services and industry. There are concerns among researchers and policy analysts that institutional constraints in agriculture play a central role in the lacklustre agricultural performance registered during the 2000s. This study examines the institutional constraints affecting agricultural production in Uganda.

There are divergent views on what capacity development might mean in relation to agricultural biotechnology. The core of this debate is whether this should involve the development of human capital and research infrastructure, or whether it should encompass a wider range of activities which also include developing the capacity to use knowledge productively. This paper uses the innovation systems concept to shed light on this discussion, arguing that it is innovation capacity rather than science and technology capacity that has to be developed.
This paper briefly analyse the genesis, development and change in public sector-led extension approaches in India showing its temporal pattern, emerging innovations in extension approaches and the way forward. It discusses decentralized, community based, pluralistic extension approaches and their opportunities as well as limitations in changing agricultural and natural resources scenario.
