This study assessed the capacity for designing and implementing agricultural and rural development policies, strategies, and programs in Nigeria. Data for this study were derived from initial consultations at the Federal Ministry of Agriculture and Water Resources (FMAWR), Federal Ministry of Women affairs and Social Development (FMWASD), and the Federal Ministry of Environment (FMEnv) early in 2008. Two consultation workshops were also held, one for relevant staff in the ministries, parastatals, and NGOs; and the other for relevant university professors and researchers.
Agrifood systems are powerful levers for improving livelihoods. They must also address an array of systemic challenges, including satisfying growing global food demand, improving diets, limiting greenhouse gas emissions, adapting to a warming climate, and sustaining the environment. Technology and innovation play a central role in meeting these challenges. This brief offers two policy recommendations to support the contribution of innovation. First, G20 countries should increase political and financial support to agrifood systems research in developing countries.
Given the diversity and context-specificity of innovation systems approaches, in March 2007 the World Bank organized a workshop in which about 80 experts (representing donor agencies, development and related agencies, academia, and the World Bank) took stock of recent experiences with innovation systems in agriculture and reconsidered strategies for their future development. This report explores the role of rural networks in enhancing innovation processes, questioning the features of the agricultural/rural networks could enhance farmers’ ability to co-innovate in cooperation with other actors. The prospect of this investigation is also to provide interesting and significant experiences that constitute examples for the ‘European Innovation Partnership’ by increasing farmers’ capacities to create, test, implement and evaluate innovations in cooperation with other rural actors.

Depuis une dizaine d’années, SOS Faim développe avec ses partenaires latino-américains, une nouvelle stratégie pour endiguer la pauvreté rurale : le développement territorial rural (DTR). On peut définir le DTR comme étant une dynamique d’animation et de concertation entre acteurs publics et privés (entre autres les Organisations Paysannes) sur un territoire donné, en vue d’améliorer durablement les conditions économiques et sociales de sa population.
