The Guidance Note on Operationalization provides a brief recap of the conceptual underpinnings and principles of the TAP Common Framework as well as a more detailed guide to operationalization of the proposed dual pathways approach. It offers also a strategy for monitoring and evaluation as well as a toolbox of select tools that may be useful at the different stages of the CD for AIS cycle.

This paper has been prepared under the guidelines provided by the TAP Secretariat at the FAO, as a contribution to the G20 initiative TAP, which includes near 40 partners and is facilitated by FAO. Its purpose is to provide a Regional synthesis report on capacity needs assessment for agricultural innovation, with capacity gaps identified and analyzed, including recommendations to strengthen agricultural innovation systems (AIS) and draft policy recommendations to address the capacity gaps.
This publication represents a synthesis of assessments of national agricultural innovation systems in countries of Central Asia, South Caucasus and Turkey. In this paper, presented at the 8th European IFSA Symposium ( Workshop 6: "Change in knowledge systems and extension services: Role of the new actors") in 2008, the authors discuss a conceptual framework that understands innovation processes as the outcome of collaborative networks where information is exchanged and learning processes happen. They argue that technical and economic factors used to analyse drivers and barriers alone are not sufficient to understand innovation processes.
Multi-actors networks are increasingly used by farmers to link between them and to be interactively connected with other partners, such as advisory organizations, local governments, universities, and non-farm organizations. Given the importance assigned to the agricultural innovation by EU resorting to the networking between the research chain actors and the farmers, a strong focus on enhancing the creation of learning and innovation networks is expected.
The private sector’s presence in agricultural advisory services worldwide has been on the increase for over three decades. This trend has also been observed in the Mantaro Valley (Peru), in a context of dairy family farming. The objective of the communication is to analyse the modalities of advisory services privatization and assess the consequences of this privatization for the farmers and their livestock systems.
