La crise alimentaire mondiale de 2008 a bien évidemment également touché l’Afrique de l’ouest et l’une de ses filières phares : le riz. Cette crise a incité les États et les institutions régionales à mettre en oeuvre des mesures visant à améliorer la production et l’offre locales de riz.
L’édition annuelle de Défis Sud propose un regard sur les agricultures, avec des faits, des chiffres et des prévisions. Face à l’augmentation de la population, au réchauffement climatique et à la perte de ressources naturelles, les solutions proposées pour répondre au défi de la sécurité alimentaire mondiale devraient davantage miser sur l’agriculture familiale et l’agroécologie. En 2018 les agricultures familiales seront encore menacées.
Pendant des décennies, la faiblesse des investissements publics dans l’agriculture a laissé les agriculteurs extrêmement vulnérables face à l’instabilité des prix, aux crises climatiques et économiques, et sans moyen pour sortir de la pauvreté. Les bailleurs de fonds et les gouvernements doivent concevoir le soutien à l’agriculture comme partie intégrante de la solution à long terme aux crises alimentaires, financières et climatiques.
Since the early 1990s, Uganda has implemented a number of reforms in the agricultural sector. However, in the past 10 years, the performance of the sector has lagged behind other sectors particularly services and industry. There are concerns among researchers and policy analysts that institutional constraints in agriculture play a central role in the lacklustre agricultural performance registered during the 2000s. This study examines the institutional constraints affecting agricultural production in Uganda.

Good agricultural practices (GAPs) are an indispensable tool for risk management due to the close relationship between agriculture and climate, as well as the climate variability currently being experienced. A lo largo de su historia, los servicios de Extensión y Asistencia Técnica en América Latina y el Caribe han sido un instrumento focalizado, mayormente, hacia la pequeña agricultura como una forma de mejorar las condiciones de vida en el entorno rural y llevar tecnologías (conocimientos) que sirvan no solo para aumentar la productividad, sino que devengan en un motor del desarrollo y un medio para alcanzar la seguridad alimentaria.
