Economic development and the successful transformation ofagriculture have been at the core of impressive change in countriessuch as China, India, Indonesia, Brazil, Mexico, and Argentina. This transformation has relied on substantial and effective investment inagriculture, and, in particular, building capacity in all aspects of agricultural change – from technology development and transfer through infrastructural development and the processing of agricultural commodities into consumer products.
The presentation was for the workshop on the lessons and success stories from a pilot project on climate change adaptation interventions in Kabe watershed, south Wollo, Ethiopia, Addis Ababa, 11-12 February 2013.

Agricultural biotechnology holds a unique position in formulating food and trade policies due to its conflicting aspects: its potential to improve food security especially in developing countries, and the intense debates over its risks and unknown impacts on human health and the environment. This handbook describes the framework and methods for Capacity Assessment (CA) in a practical manner so that JICA’s project management (formulation, implementation, evaluations) is carried out by incorporating a perspective of CD support. This handbook presents perspectives which are necessary when examining what sort of cooperation projects should be formulated for important development issues in the future. Such projects include technical cooperation, and more comprehensive cooperation programs are also under consideration.

This study examines the influence of farmers’ social capital on their decisions to deal with climate change and climate variability in Burkina Faso. The study is based on a household survey conducted among 450 households, randomly selected from three communities in Burkina Faso.
In the context of an exponential rise in access to information in the last two decades, this special issue explores when and how information might be harnessed to improve governance and public service delivery in rural areas. Information is a critical component of government and citizens’ decision-making; therefore, improvements in its availability and reliability stand to benefit many dimensions of governance, including service delivery.
We present a model for research and development (R&D) investment in food innovations based on new plant engineering techniques (NPETs) and traditional hybridization methods. The framework combines uncertain and costly food innovation with consumers' willingness to pay (WTP) for the new food. The framework is applied with elicited WTP of French and US consumers for new improved apples. NPETs may be socially beneficial under full information and when the probability of success under NPETs is relatively high. Otherwise, the traditional hybridization is socially optimal.
