This research project aims to build ACP capacity to better understand the strengths and weaknesses of the local science, technology and innovation system in the agricultural sector.
This report explores the role of rural networks in enhancing innovation processes, questioning the features of the agricultural/rural networks could enhance farmers’ ability to co-innovate in cooperation with other actors. The prospect of this investigation is also to provide interesting and significant experiences that constitute examples for the ‘European Innovation Partnership’ by increasing farmers’ capacities to create, test, implement and evaluate innovations in cooperation with other rural actors.

This paper is a reflection on a research project that defied the conventional technology transfer approach and adopted an approach based on innovation system principles to address fodder scarcity. Fodder scarcity in the project was conceptualized not as lack of technical capacity, but as lack of innovation capacity. This project tried to enhance innovation capacity by promoting appropriate configurations of stakeholders. However, translating this theory and principles into action was fraught with numerous challenges.
This publication represents a synthesis of assessments of national agricultural innovation systems in countries of Central Asia, South Caucasus and Turkey. The first chapter gives an introduction of the project “Capacity Development for Analysis and Strengthening of Agricultural Innovation Systems in Central Asia and Turkey”, out of which the current publication reports about one of the project outputs achieved.

Mené par Cités Unies France, le Gret, le Laboratoire Citoyennetés et plusieurs partenaires locaux de 2011 à 2014, Agora a couplé des phases de recherche, d’animation et d’apprentissage à la concertation entre les opérateurs, élus, agents de services techniques et usagers. Il se caractérise par la participation effective d’une équipe de chercheurs au dispositif de concertation.
The working paper presents a new toolkit for the implementation of a participatory vulnerability assessment (PVA) in rural localities, by introducing the methodology, as well as the findings, from a pilot study in Sokoine (Zepisa, Hombolo Ward) in Tanzania. It is based on a participatory methodological approach and follows a multidimensional conceptualisation of social vulnerability to climate change.
This paper presents findings of an explorative case study that looked at 22 organisations identified as fulfilling an intermediary role in the Kenyan agricultural sector. The results show that these organisations fulfill functions that are not limited to distribution of knowledge and putting it into use. The functions also include fostering integration and interaction among the diverse actors engaged in innovation networks and working on technological, organisational and institutional innovation.
The aim of this paper is to analyze the role of innovation intermediaries (II) in the technology and knowledge transfer process in the agricultural sector. The authors explore the case of an II in México, the Produce Foundation (PF), an important stakeholder in that sector, influencing the transformation of public research institutions which have had major and diverse impacts on the agricultural innovation and research system in México.
This paper analyzes how the Papa Andina Partnership Program, based at the International Potato Center, functions as an innovation broker in the Andean potato sector. As a regional initiative, Papa Andina operates as a second-level innovation broker, backstopping national partners who facilitate local innovation processes in their respective countries. Papa Andina works to strengthen local innovation capacity and to foster innovations in innovation the development of more effective ways of bringing stakeholders together to produce innovations that benefit small-scale farmers.
