This handbook describes the framework and methods for Capacity Assessment (CA) in a practical manner so that JICA’s project management (formulation, implementation, evaluations) is carried out by incorporating a perspective of CD support. This handbook presents perspectives which are necessary when examining what sort of cooperation projects should be formulated for important development issues in the future. There are divergent views on what capacity development might mean in relation to agricultural biotechnology. The core of this debate is whether this should involve the development of human capital and research infrastructure, or whether it should encompass a wider range of activities which also include developing the capacity to use knowledge productively. This paper uses the innovation systems concept to shed light on this discussion, arguing that it is innovation capacity rather than science and technology capacity that has to be developed.
The first phase in the development of the Common Framework on Capacity Development for Agricultural Innovation systems (CD for AIS) consisted of the review of the existing literature, building up a repository of relevant documentation on agricultural innovation in general and AIS and CD for AIS. This report summarizes this first phase. In particular, Section 1 covers this brief introduction. Sections two and three focus on the review of relevant literature, presenting the methodology used and the structure of the repository itself.
