L’évaluation participative repose sur le principe d’une participation active des principales parties prenantes (dont les groupes les moins organisés) à l’exercice d’évaluation. Cette démarche présente un certain nombre d’atouts qui peuvent se transformer en limites quasi rédhibitoires si certains préalables ne sont pas remplis. La finalité de cet article est de discuter des avantages et des inconvénients de la participation, ainsi que des conditions à réunir pour que l’évaluation participative puisse atteindre ses objectifs.
There was a need for change in agricultural development in Angola, and CDAIS has been appreciated. Results show positive outcomes in a number of areas, including the acceptance of the benefits of strengthening functional capacities across different levels. And, although it is still too early to see the full benefits of the approach, many involved said they would continue to apply it in their other activities. This story begins with views and experiences from rice growers and their partners, as an example of one of the three innovation niche partnerships in Angola.
Agriculture provides the principle source of livelihood for more than 80% of its 170 million people, and is the backbone of the Bangladesh economy. The government acknowledges this in its strategy to 2041, with investment in research and extension. CDAIS began in 2015. At the outset, however, the need to also invest in strengthening functional capacities was not recognised by those used to the ‘traditional’ technology transfer model.

Over the years, CTA has contributed to building ACP capacity to understand innovation processes, strengthen the agricultural innovation system and embed innovation thinking in agricultural and rural development strategies. The agriculture industry is being advanced by various information and advanced communication technologies, such as the Internet of Things (IoT). The rapid emergence of these advanced technologies has restructured almost all other industries, as well as advanced agriculture, which has shifted the industry from a statistical approach to a quantitative one.

Por lo tanto, el objetivo es modesto pues no se pretende medir o evaluar los efectos, sino identificarlos y describirlos en la medida que los actores del proceso los signifiquen como tales. Esto permitirá, a futuro, estudios más profundos sobre la base de una mejor compresión de las lógicas intrínsecas de los procesos de innovación. El documento está organizado en cuatro apartados.
