Bien que le nombre de personnes vivant au-dessous du seuil de pauvreté en Ouganda ait diminué de moitié cette dernière décennie, le taux de malnutrition a augmenté de 27 à 30 pour cent. Au cours de la même période, la consommation alimentaire journalière par habitant a reculé de 9,5 pour cent, ce qui représente une baisse des apports énergétiques alimentaires. Plusieurs raisons expliquent cette situation, mais selon le Plan d’action pour la nutrition de l’Ouganda (2011-2016) le manque de capacités est l’un des cinq principaux facteurs à l’origine de la persistance de la malnutrition.
Grâce à l’analyse des capacités réalisée en complément des activités visant à améliorer la nutrition, les parties prenantes ont pu obtenir une vue d’ensemble des obstacles auxquels les institutions sont confrontées en Ouganda.
Le manque de capacités individuelles et organisationnelles compromet souvent l’impact à long terme de programmes qui par ailleurs sont techniquement solides. La FAO a donc mis au point des outils destinés à aider les pays à déterminer les déficits de capacités et à répondre à leurs besoins réels de manière durable. La présente note décrit
Les pays investissent une grande partie de leur budget de renforcement des capacités dans l'apprentissage et la formation. Quelles mesures faudrait-il prendre pour s'assurer que ces investissements donnent des résultats utiles ? Le cycle de gestion de l'apprentissage élaboré par la FAO donne des précisions sur les étapes à suivre pour créer des activités d'apprentissage efficaces. Innovation has a high potential for increasing productivity and farmers’ income,l and consequently reducing poverty and improving food security. However several tropic al countries lack the resources and capacities to suitably develop their agricultural innovation systems. To address this gap, the g20 established the tropical agriculture platform (tap), a multilateral dynamic facilitation mechanism, which fosters better coherence and greater impact of capacity development for agricultural innova tion systems in tropical countries.
In Asia and the Pacific, the UN’s Food and Agriculture Organization (FAO) is working with member countries to leverage breakthroughs in information and communication technologies (ICT) to fight hunger, improve nutrition and counter the effects of climate change and extreme weather events that can devastate farmers and their crops. In the Philippines, a country prone to typhoons, aerial drones are taking to the sky to map out at-risk areas of agricultural land to mitigate risk. This innovative practice is also able to quickly assess damages when a disaster strikes.
This paper synthesizes Component 2 of the Regoverning Markets Programme. It is based on 38 empirical case studies where small-scale farmers and businesses connected successfully to dynamic markets, doing business with agri-processors and supermarkets. The studies aimed to derive models, strategies and policy principles to guide public and private sector actors in promoting greater participation of small-scale producers in dynamic markets. This publication forms part of the Regoverning Markets project.
The IFAD Innovation Strategy does not set new objectives for staff, but rather defines what is needed to create an innovation-friendly environment and to support staff in achieving the expected results.To strengthen its innovative capabilities and become a better catalyst of pro-poor innovation, IFAD will focus on four clusters of activities: (i) Building capabilities and understanding of challenges requiring innovation; (ii) Nurturing partnerships and facilitating an innovation network; (iii) Embedding rigorous innovation processes and the related risk management into IFAD’s core business
The purpose of this paper is to summarize the challenges and the practical successes that a selected number of countries are experiencing in moving towards 'climate-smart' agriculture while also meeting the food requirements of a growing population, broader economic development and green growth objectives. It complements papers prepared in 2010 on technologies and policy instruments, research, and farmers' perspectives.
The Sourcebook is the outcome of joint planning, continued interest in gender and agriculture, and concerted efforts by the World Bank, FAO, and IFAD. The purpose of the Sourcebook is to act as a guide for practitioners and technical staff inaddressing gender issues and integrating gender-responsive actions in the design and implementation of agricultural projects and programs. It speaks not with gender specialists on how to improve their skills but rather reaches out to technical experts to guide them in thinking through how to integrate gender dimensions into their operations.
What are key characteristics of rural innovators? How are their experiences similar for women and men, and how are they different? To examine these questions, this study draw on individual interviews with 336 rural women and men known in their communities for trying out new things in agriculture. The data form part of 84 GENNOVATE community case studies from 19 countries. Building on study participants’ own reflections and experiences with innovation in their agricultural livelihoods, we combine variable-oriented analysis and analysis of specific individuals’ lived experience.
