There are divergent views on what capacity development might mean in relation to agricultural biotechnology. The core of this debate is whether this should involve the development of human capital and research infrastructure, or whether it should encompass a wider range of activities which also include developing the capacity to use knowledge productively. This paper uses the innovation systems concept to shed light on this discussion, arguing that it is innovation capacity rather than science and technology capacity that has to be developed.

Index-Based Livestock Insurance (IBLI) is the world’s first index-based insurance designed to protect vulnerable pastoralists in drought-stricken areas from losing their primary asset—livestock. This case study demonstrates the opportunities and challenges emerging from the IBLI project. It explains the need to establish the product in locations with large vulnerable pastoralist populations and encourages students to consider and develop an IBLI growth strategy.
The Livestock and Irrigation Value Chains for Ethiopian Smallholders (LIVES) project is funded by the Department of Foreign Affairs, Trade and Development Canada. Using participatory processes to assess knowledge and skills gaps of value chain actors and service providers, it identifies capacity development interventions. Project staff then design and implement these interventions
