Participation is connected to technology through the notion of innovation systems. To make the connection work, it is argued, the focus has to shift from a framing of participation in terms of democratic entitlement to a framing in terms of the settlement of issues (i.e. politics from below), The innovation system is an appropriate notion to see where issues are likely to lock on to processes of technological change.
Supermarkets and high-value exports are currently gaining ground in the agri-food systems of many developing countries. While recent research has analyzed income effects in the small farm sector, impacts on farming efficiency have hardly been studied. Using a survey of Kenyan vegetable growers and a stochastic frontier approach, we show that participation in supermarket channels increases mean technical efficiency by 19%. This gain is bigger at lower levels of efficiency, suggesting the potential for positive income distribution effects.
Until recently, little attention has been paid to local innovation capacity as well as management practices and institutions developed by communities and other local actors based on their traditional knowledge. This paper doesn't focus on the results of scientific research into innovation systems, but rather on how local communities, in a network of supportive partnerships, draw knowledge for others, combine it with their own knowledge and then innovate in their local practices.
The Routemap to Information Nodes and Gateways (RING) is a CIARD project led by Global Forum on Agricultural Research (GFAR). The Routemap consists of a registry of existing information services in agricultural research, innovation and development , indexed and described in a way that makes them more easily "exploitable" for building value-added integrated services.
This paper explores the application of the innovation systems framework to the design and construction of national agricultural innovation indicators. Optimally, these indicators could be used to gauge and benchmark national performance in developing more responsive, dynamic, and innovative agricultural sectors in developing countries.
This article proposes ways to use programme theory for evaluating aspects of programmes that are complicated or complex. It argues that there are useful distinctions to be drawn between aspects that are complicated and those that are complex, and provides examples of programme theory evaluations that have usefully represented and address both of these.
This document represents a collaborative effort by the Secretariat of the Global Forum on Agricultural Research (GFAR) and the Regional Forums to agree on a common policy for advocacy on Information and Communication Management. The recognition of knowledge as a critical resource for practising efficient farming and developing agriculture makes sharing and exchange of knowledge globally vital for agricultural development.
