This paper captures lessons from recent experiences on using ‘theories of change’ amongst organisations involved in the research–policy interface. The literature in this area highlights much of the complexity inherent in the policymaking process, as well as the challenges around finding meaningful ways to measure research uptake. As a tool, ‘theories of change’ offers much, but the paper argues that the very complexity and dynamism of the research-to-policy process means that any theory of change will be inadequate in this context.
This brief summarises the publication ‘Mobilising the potential of rural and agricultural extension’ that was prepared for the Global Conference on Agricultural Research for Development (GCARD) in Montpellier, March 2010. Managers and policy makers have struggled to develop effective monitoring systems to track the evolution of research organizations. This paper presents the first components of a novel monitoring system for monitoring such organizations. These components can be used to generate detailed static pictures of the actual activities and partnerships of a large research program or organization, in other words, what the organization is actually doing, with whom, where, how and for what purpose.
This brief on the session of "Partnerships for livelihood impacts" which was held during the the GCARD Second Global Conference on Agricultural Research for Development (Punta Del Este, Uruguay, 29 October – 1 November 2012), discusses the Empowering Smallholder Farmers in the Markets (ESFIM) programme. ESFIM sought to generate demand-driven research supportive of the policy priorities and activities undertaken by farmers’ organizations that strengthens the advocacy capacities of national farmers’ organisations.

This brief summarises the results and recommendations of a scoping study that examined the current levels of professionalism in the Global Forum for Rural Advisory Services (GFRAS) regional networks. The aim was to provide evidence that would guide the future activities and tools offered by GFRAS as well as to promote inter-regional learning and information exchange.
The Policy Compendium for Rural Advisory Services (RAS) is a tool that contributes to filling the gap between the rural advisory services (RAS) policy environment and RAS efforts in the field. It helps direct decisions and facilitate successful policy processes and outcomes in extension and advisory services by making knowledge accessible, fostering synergies and promoting policy processes to improve RAS and rural development. It has two purposes.
