This paper describes the research path followed by a team of researchers who had investigated the nitrate problem in a case study area, and who became aware of the low impact of their data on the policy debate and on the practices that – as the research team saw it – had given rise to the problem in the first place. The overall objective of the Comprehensive Assessment of the Agricultural Sector (CAAS) is to provide an evidence base to enable appropriate strategic policy responses by the Government of Liberia (GoL) and its development partners in order to maximize the contribution of the agriculture sector to the Government's overarching policy objectives. Given the strong relationship between growth in agricultural productivity and poverty reduction, future efforts in Liberia need to focus on productivity enhancing measures with a pro-poor focus that increase incomes.
This study builds a profile of the status of poverty and vulnerability in Malawi. Malawi is a small land-locked country, with one of the highest population densities in Sub-Saharan Africa, and one of the lowest per capita income levels in the world. Almost 90 percent of the population lives in rural areas, and is mostly engaged in smallholder, rain-fed agriculture. Most people are therefore highly vulnerable to annual rainfall volatility. The majority of households cultivate very small landholdings, largely for subsistence.
The objective of this paper is to identify the possible role and opportunities for the private sector to participate with governments and farmers in developing and managing irrigation and drainage (I&D) infrastructure. Over the last 50 years, irrigated agriculture has been vital to meeting fast-rising food demand and has been key to poverty reduction. In the coming years the strong demographic demand for food is expected to continue, and intensified irrigated agriculture will have to provide close to 60 percent of the extra food.
This review's objectives were to examine the structure and performance of the agricultural research and extension systems (public and private) at the central and provincial levels, identify successes as well as constraints to improving the system s effectiveness for fostering innovation, and propose options for further policy and institutional development, drawing on lessons from international experience. The review focused principally on nonplantation crops, although its main recommendations apply across the agricultural sector.
Indonesian agriculture is at a crossroads. Supporting the livelihood of millions of Indonesians, it needs to underpin renewed and robust growth of the economy; and be a key component of the Government's poverty alleviation strategy. The challenge for the future is to reinvigorate productivity gains among rural producers, and provide the foundation for long run sustainability of these productivity gains. Productivity gains are key to farmer income growth, and for this rebuilding the research and extension systems that have seen a marked deterioration in recent years will be critical.
This report demonstrates that financial cooperatives can be sustainable providers of financial services in rural areas and development assistance needs to consider supporting them as a means to enhance access to rural finance. It does not suggest that financial cooperatives are the only providers or the preferred channel in all circumstances. For financial cooperatives to function as sustainable institutions, governments need to provide an enabling environment, not exercise excessive control that restricts growth and consolidation, and not use them as channels to provide subsidized credit.
