The aim of the rapid assessment is to support the transition from emergency post conflict recovery to a development approach. The completion of the water, sanitation, and hygiene, or WASH strategic framework in 2011 was intended to mark the beginning of this transition in the water resources sector. Among other things, the transition involved the adjustment of policy and strategy and possibly a rethinking of approaches as the government shifts from primarily supply-driven emergency and recovery assistance to sustainable development.
This paper sheds light on how to harvest the "youth dividend" in Sub-Saharan Africa by creating jobs in agriculture. The agriculture that attracts the youth will have to be profitable, competitive, and dynamic. These are the same characteristics needed for agriculture to deliver growth, to improve food security, and to preserve a fragile natural environment.
The agriculture sector has been and will continue to be important for poverty alleviation efforts in Indonesia. Indonesia was very successful in increasing agriculture productivity during the 1970s and up to the early 1990s, but productivity stagnated during most of the 1990s, partly as a result of declining public investments. Public spending on agriculture has increased significantly in the last decade, but a large share of that spending has been allocated to subsidizing private inputs.
Policy processes are formal and informal negotiations in which heterogeneous groups of stakeholders seek to influence policy agenda setting and the development and implementation of policy. Innovation platforms can help balance the vested interests of market actors, civil society and other stakeholders to support policy processes. They can bring together different types of expertise, experience and interests, and facilitate learning between policymakers and market and civil society actors to develop negotiated and implementable policies and regulations.
Vertical linkages occur among innovation platforms organized at different levels: community, district and national. Horizontal linkages occur among platforms situated at the same level (e.g. in multiple districts) to strengthen their bargaining position or for learning. This brief discusses ways to facilitate learning and problem solving across innovation platforms at different levels (vertical linkages) and between initiatives located at the same level (horizontal linkages). Transgenic maize was approved in Brazil in 2008/2009. In 2012, it occupied 73% of the country maize growing area. This high adoption rate confirms studies indicating that technology use has been the major driving force in Brazilian agriculture. Maize seed market in the world has been a concentrated sector. Although, when this sector is associated with transgenesis, this concentration increases sharply. In one side, there is the idea that companies can benefit from gains of scale and complementarities to maximize their efficiency in research and development (R&D).
Ce rapport présente l’évolution récente des Systèmes d'innovation agricole (SIA) et examine l’incidence d’une large gamme de politiques sur la création et la diffusion de l’innovation dans le secteur agricole et agroalimentaire. Il propose un cadre pour analyser le rôle des pouvoirs publics dans le renforcement de l’innovation, afin d’aider á identifier des actions concrètes pour améliorer la productivité, l’utilisation durable des ressources et la capacité des systèmes nationaux et mondiaux agricoles et agroalimentaire á s’adapter aux évolutions futures des marchés.
Quels sont les effets de l’implantation de méga-exploitations agricoles sur les différents groupes d’intérêt des territoires locaux ? Cette implantation provoque-t-elle de fortes ruptures ou une simple accélération des dynamiques en cours ? Sur la base d’une étude de cas à Madagascar, cet article s’intéresse aux recompositions du système agraire à Madagascar engendrées par l’installation récente d’une entreprise privée étrangère. Tandis que l’emploi se développe au bénéfice des plus petits agriculteurs, l’accès à la terre évolue au détriment des éleveurs les plus aisés.
À Madagascar, au-delà de l'abandon fortement médiatisé du gigantesque projet agricole de l'entreprise Daewoo, les appropriations foncières à grande échelle se poursuivent. Mais, à la différence d'autres pays du Sud, une réforme foncière est en cours, fondée à la fois sur la remise en cause de la propriété de l'État sur une large part du territoire et la reconnaissance légale des droits fonciers locaux. Basé sur la théorie de l'accès, cet article analyse les modes d'accès à la terre des investisseurs et leurs régulations.
Le delta intérieur du Niger est une des régions de l’Afrique de l’Ouest les plus touchées par les attributions foncières à grande échelle : entre 400 000 et 770 000 hectares auraient ainsi été alloués sous la forme de concessions pouvant, dans certains cas, atteindre 100 000 hectares. Cet accaparement des terres a progressé à une vitesse record et renvoie à quantité de projets, disparates par le type des investisseurs impliqués et par les objectifs poursuivis.
