The lessons and recommendations outlined in this paper were captured at a PAEPARD Capitalization Workshop with all partners, held in Cotonou, Benin, on 2-6 October 2017. The workshop was key to the overall evaluation of PAEPARD II, as it encouraged participants to analyse and reflect on their experiences of the AfricanEuropean MSP for ARD processes facilitated by PAEPARD over the last 7 years.

Addressing 21st century development challenges requires investments in innovation, including the use of new approaches and technologies. Currently, many development organisations prioritise investments in isolated innovation pilots that leverage a specific approach or technology rather than pursuing a strategic approach to expand the organisation's toolbox with innovations that have proven their comparative advantage over what is currently used.
Policy processes are formal and informal negotiations in which heterogeneous groups of stakeholders seek to influence policy agenda setting and the development and implementation of policy. Innovation platforms can help balance the vested interests of market actors, civil society and other stakeholders to support policy processes. They can bring together different types of expertise, experience and interests, and facilitate learning between policymakers and market and civil society actors to develop negotiated and implementable policies and regulations.
It identifies specific interventions that define on-the-ground action that are consistent with Mali’s NDC and national agricultural strategy, which can be funded by public and private sector partners.
The paper documents the institutional logics of three case studies. The first case study focuses on farmer cooperatives and analyses the rules and routines enforced by new national legislation in replacement of traditional village associations. The argument behind this new arrangement was to better facilitate members’ access to agricultural inputs and services to enhance food production. The second case is about the institutional arrangement of seed systems in Mali. The new agricultural development framework includes a Seed Law aimed at facilitating farmers’ access to high quality seed.
