Con el espíritu de contribuir a este enfoque se presenta esta guía metodológica sobre “Sistemas Territoriales de Abastecimiento Alimentario” orientada a técnicos, académicos y tomadores de decisiones tanto de gobiernos locales, regionales o nacionales como de la iniciativa privada. Su objetivo es brindar pautas para analizar los sistemas de abastecimiento, con énfasis en la inclusión de la agricultura familiar.
El Catálogo latinoamericano de experiencias en agricultura familiar TEC 2018 presenta 31 soluciones innovadoras, que han logrado consolidarse como tecnologías sociales, o avanzan en tal dirección. Entendemos por tecnología social la innovación social estructurada por el conjunto de conocimientos, prácticas, métodos e instrumentos que han resuelto una problemática en una comunidad. Estas tecnologías que se caracterizan por su bajo costo, facilidad de aplicación y mínimo impacto ambiental, facilitan el proceso de apropiación por parte de otras comunidades.
La crise alimentaire mondiale de 2008 a bien évidemment également touché l’Afrique de l’ouest et l’une de ses filières phares : le riz. Cette crise a incité les États et les institutions régionales à mettre en oeuvre des mesures visant à améliorer la production et l’offre locales de riz.
Wthin the context of ARD, capacity strengthening is seen as a process of continual development, as opposed to one-off training. It enhances interaction, builds trust and creates synergy between research institutions and public and private sector actors, smallholder farmers and development organizations. Strengthening the capacities of these different actors for collaboration enables them to address a whole range of activities, investments and policies, and take advantage of opportunities to make change happen.
Dans le contexte de la RAD, le renforcement des capacités est vu comme un processus de développement continu, et non comme une activité de formation ponctuelle. Capacity development interventions in support of agricultural innovation are more effective when based on systematic and participatory assessments of existing skills and capacity needs. Recognizing that, an instrument has been developed in the context of the Capacity Development for Agricultural Innovation Systems (CDAIS) project. It consists of a capacity scoring tool that allows assessing innovation capacities, identifying strengths and weaknesses and monitoring capacity changes over time. This paper describes the scoring tool and provides guidelines on how to apply it successfully.

This training manual was prepared under the EU-funded project Capacity Development for Agricultural Innovation Systems (CDAIS), a global partnership (Agrinatura, FAO and 8 pilot countries) that aims to strengthen the capacity of countries and key stakeholders to innovate in complex agricultural systems, thereby achieving improved rural livelihoods.
