Traditional approaches to innovation systems policymaking and governance often focus exclusively on the central provision of services, regulations, fiscal measures, and subsidies.
The agricultural innovation system can be strengthened by increasing the learning capacity of research and field organisations. Participatory methods were developed to study three dimensions of the capacity of such organisations in Nicaragua to access and analyse information, highly correlated to learning capacity – the individual routines of their professionals, the formal procedures of the organisation and the organisation's use of collaborative projects to strengthen core operations.
This paper investigates Innovation Systems Concepts and Principles starting with an historical perspective. Then it analyzes their application to Integrated Agricultural Research for Development (IAR4D) and makes a comparison between the traditional Research and Development Systems Approaches and the Innovation Systems Approach.

Le Sud présente un dynamisme certain s’appuyant sur des initiatives locales. Les acteurs locaux sont organisés en comité de bassin et développent des actions pour améliorer la gestion des ressources. Dans le Nordeste, la marche vers ces nouveaux modes de gestion paraît difficile tant les inerties sociales et culturelles freinent un partage réel du pouvoir, des ressources et des coûts.
This methodological guide was initially developed and used in Latin America and the Caribbean-LAC (Honduras, Nicaragua, Colombia, Peru, Venezuela, Dominican Republic), and was later improved during adaptation and use in eastern African (Uganda, Tanzania, Kenya, Ethiopia) through a South-South exchange of expertise and experiences. The aim of the methodological guide is to constitute an initial step in the empowerment of local communities to develop a local soil quality monitoring and decision-making system for better management of soil resources.
In-depth analysis of the role and capacity development needs of farmers organization in innovation processes, using the evidence from a number of case studies from contemporary SSA agriculture. Experiences indicate that Farmers’organizations (FOs) can play an important role in sharing knowledge-for-innovation by initiating multi-actor platforms for interactive learning and by implementing joint activity programmes (including use of the media) with extension services on a cost-sharing basis.
The present report is based on the authors' visits to Bolivia, Honduras and Nicaragua, during June-August 2004 in order to develop an initial understanding of innovation processes and identifying stakeholders working with national innovation processes. It also review the experiences of the invited Latin American participants in the 7th Global Conference of Competitiveness Institute (entitled "Building Innovative Clusters for Competitive Advantage") in September 2004 and finally presents suggestion for further activities.
The study evaluates the Department for International Development’s partnership with the World Health Organisation. It provides an assessment of both the relevance and appropriateness of the partnership and of the efficiency and effectiveness of DFID’s activities under the partnership. The study discusses the concept of partnership creating baselines for future monitoring and evaluation. The report is structured around the five evaluation criteria of relevance, appropriateness, unity, efficiency, and effectiveness.
