There is increasing emphasis being put on the need to be 'internationally competitive'. This imperative is being driven, it is argued, by the globalization of economic and corporate life. This 'globalization' is the subject of a burgeoning academic literature. To achieve and maintain the necessary competitive edge requires companies to be innovative, technologically dynamic, and organizationally efficient - in a dynamic, not just static sense.
This paper investigates Innovation Systems Concepts and Principles starting with an historical perspective. Then it analyzes their application to Integrated Agricultural Research for Development (IAR4D) and makes a comparison between the traditional Research and Development Systems Approaches and the Innovation Systems Approach.

This article examines how research on the agriculture and agrifood systems mobilizes the concept of Innovation System (IS). A literature review on the IS provides an analytical framework for determining its theoretical frame of reference, its area of application and its uses.
Based on international literature, preliminary experiences in a three-country West African research programme, and on the disappointing impact of agricultural research on African farm innovation, the current paper argues that institutional change demands rethinking the pathways to innovation so as to acknowledge the role of rules, distribution of power and wealth, interaction and positions. The time is opportune: climate change, food insecurity, high food prices and concomitant riots are turning national food production into a political issue also for African leaders.

Innovation system approach offers an holistic, multidisciplinary and comprehensive framework for analyzing innovation process, the roles of science and technology actors and their interactions, emphazing on wider stakeholder participation, linkages and institutional context of innovation and processes. This paper was aimed to: 1. review the concept of innovation system; 2. appraise the application to agriculture and its relevance and 3. analyze the policy implications for agricultural extension delivery in Nigeria.

This report presents the main results of the EU-funded IN-SIGHT project ‘Strengthening Innovation Processes for Growth and Development’. The authors sketched out a conceptual framework and knowledge base for a more effective European policy on innovation in agriculture and rural areas. Both conceptual framework and knowledge base are consistent with the new European agenda for agricultural and rural policy and sensitive to the diversity of the European agricultural and rural systems.
