Innovations play a significant role in the primary sector (i.e., agriculture, fisheries and forestry), ensuring a greater performance towards bioeconomy and sustainability. Innovation is being progressively applied to examining the organization of joint technological, social, and institutional modernizations in the primary sector. Exploring the governance of actor relations, potential policies, and support structures is crucial in the phase of innovation, e.g., during research activities, often applied at the national or sectorial scale.
This review's objectives were to examine the structure and performance of the agricultural research and extension systems (public and private) at the central and provincial levels, identify successes as well as constraints to improving the system s effectiveness for fostering innovation, and propose options for further policy and institutional development, drawing on lessons from international experience. The review focused principally on nonplantation crops, although its main recommendations apply across the agricultural sector.
This report aims to improve the productivity of priority crops (maize, rice, cassava, market gardening, legumes, poultry and small ruminants), five innovation platforms (IPs) have been set up, one per region including PI rice, PI soyaa and PI tomato. The government of Rwanda is promoting agricultural intensification focused on the production of a small number of targeted commodities as a central strategy to pursue the joint policy goals of economic growth, food security and livelihood development. The dominant approach to increase the productive capacity of the land, crops and animal resources has been through large-scale land consolidation, soil fertility management, and the intensive use of biotechnology and external inputs.

Economic pressures continue to mount on modern-day livestock farmers, forcing them to increase herds sizes in order to be commercially viable. The natural consequence of this is to drive the farmer and the animal further apart. However, closer attention to the animal not only positively impacts animal welfare and health but can also increase the capacity of the farmer to achieve a more sustainable production. State-of-the-art precision livestock farming (PLF) technology is one such means of bringing the animals closer to the farmer in the facing of expanding systems.
Undernutrition and low dietary diversity remain big problems in many developing countries. A large proportionof the people affected are smallholder farmers. Hence, it is often assumed that further diversifying small-farmproduction would be a good strategy to improve nutrition, but the evidence is mixed. We systematically reviewstudies that have analyzed associations between production diversity, dietary diversity, and nutrition insmallholder households and provide a meta-analysis of estimated effects.
The sector review includes seven chapters and one annex. This first chapter is an overview of agriculture, irrigation and the purpose and content of this report. The second chapter provides a review of the Bank s own strategy and priorities for irrigation and drainage within its portfolio of investments, from the time of its 2004 Strategy until the present. It also includes a short summary of key lessons learned in this sector.
