Les conséquences sur les territoires des changements climatiques d’origine anthropique sont variables dans leurs expressions comme dans leurs effets, et les territoires sont inégaux face à ces variations climatiques en termes d’exposition aux effets (fonction de facteurs physiques, sociaux, économiques, culturels, politiques, etc.) comme en termes de capacité de réponse (capacité d’appréhension, d’anticipation, de réparation, etc.).
The efforts to adapt to climate change in developing countries are in their infancy, and hopefully CSA will be a major contributor to these efforts. But CSA itself is evolving, and there is a growing need to refine and adapt it to the changing realities. This section of the book focus on the implications of the empirical findings for devising effective strategies and policies to support resilience and the implications for agriculture and climate change policy at national, regional and international levels.
This article presents lessons from the rich adoption literature for the nascent research on adaptation. Individuals' adoption choices are affected by profit and risk considerations and by credit and biophysical constraints. New technologies spread gradually, reflecting heterogeneity among potential adopters, processes of learning and technological improvement, and policies and institutions. Adaptation is the response of economic agents and societies to major shocks. We distinguish between reactive and proactive adaptation.
Genetically engineered (GE) foods apply new molecular technologies to Widely adopted in the United States, Brazil, and Argentina for the p corn, soybeans, and cotton, they are practically banned in Europe and tigh throughout the world. L’action locale est aujourd’hui confrontée au problème de changements climatiques, tant en termes de réduction des émissions de gaz à effet de serre que de gestion des impacts potentiels. La question particulière de l’adaptation aux changements climatiques émerge ainsi progressivement sur la scène locale et semble se généraliser depuis les évolutions législatives (Loi « Grenelle II ») qui rendent obligatoire la réalisation de plans climat-énergie territoriaux pour les collectivités de grande taille et des schémas régionaux climat-air-énergie.
