Given the diversity and context-specificity of innovation systems approaches, in March 2007 the World Bank organized a workshop in which about 80 experts (representing donor agencies, development and related agencies, academia, and the World Bank) took stock of recent experiences with innovation systems in agriculture and reconsidered strategies for their future development. This paper summarizes the workshop findings and uses them to develop and discuss key issues in applying the innovation systems concept. This brochure presents the UNDP approach to supporting capacity development and the policy statements that UNDP supports. These are backed up by ongoing research and analysis of capacity development theory, methods and applications. The services included are examples of capacity development initiatives that can be supported by UNDP or its partners. Additional UNDP resources on capacity development are listed at the end of the brochure. 

The study describes the historic development of the Danish Agricultural Advisory Services (DAAS). This is the case of a national advisory system owned and managed by the farmer organizations and financed with public subsidies combined with farmer/user payments, gradually developed to full user payment. The links and relations between the empowerment of farmers and their organizations, their evolving roles in advisory systems, and the innovative financial mechanisms in extension, especially pull-mechanisms, are analyzed.

The European Innovation Partnership for agricultural productivity and sustainability (EIP-AGRI), which can be perceived as a platform based on interaction among farmers, researchers, and advisors/extensionists, represents a useful tool for a better understanding of applied innovation processes.

This report explores the role of rural networks in enhancing innovation processes, questioning the features of the agricultural/rural networks could enhance farmers’ ability to co-innovate in cooperation with other actors. The prospect of this investigation is also to provide interesting and significant experiences that constitute examples for the ‘European Innovation Partnership’ by increasing farmers’ capacities to create, test, implement and evaluate innovations in cooperation with other rural actors.

The present case study investigated a policy-induced agricultural innovation network in Brandenburg.

Michael Kügler, from the Brussels Office of the EU-Platform of Chambers of Agriculture, presented the EU-Innovation Partnership (EIP),designed to support knowledge transfer, coop-eration, and collective investment, at the 3rd GFRAS Annual Meeting, "The Role of Rural Advisory Services in Agricultural Innovation Systems", 26-28 September 2012, Philippines. He referred to the need to pursue innovation in a cross-sectorial approach, interlinking existing initiatives, facilitating communication, providing value added through networking, and achieving syner-gies.

This paper outlines key areas of intervention that are identified as the core of FAO's strategy on strengthening Agricultural Innovation Systems (AIS) across multiple areas of work (e.g. research and extension, agroecology, biotechnology, green jobs, resourcing etc.) for achieving sustainable rural development.

The sustainable agricultural intensification research and learning in Africa (SAIRLA) project is a five-year program (2015–2020) funded by the UK Department of International Development. The project seeks to generate new evidence and design tools to enable governments, investors and other key actors to deliver more effective policies and investments in sustainable agricultural intensification (SAI) that strengthen the capacity of poorer farmers’, especially women and young people, to access and benefit from SAI.

The purpose of this piece of work is to investigate, through a literature review, the role of intermediaries in agricultural and rural development. In the first place, a general view of the roles of intermediaries, (focusing on the two main types of intermediaries, i.e. facilitators and brokers), as depicted in literature, is provided. Following, the emergence of facilitators and brokers in agricultural literature is explored based on the turn from reductionist to systemic science as well as from the expert syndrome to participatory development.
