The interactions between bottom-up initiatives and top-down structures in the implementation of regional development policies and projects are complex in theoretical and practical terms. Using concepts such as transformative social innovation, adaptive governance, and bridging institutions, we developed an analytical framework to enhance understanding of the processes by which local top-down and bottom-up forces enhance sustainable rural development by co-developing bottom-linked governance.
Droughts are causing severe damages to tropical countries worldwide. Although water abundant, their resilience to water shortages during dry periods is often low. As there is little knowledge about tropical drought characteristics, reliable methodologies to evaluate drought risk in data scarce tropical regions are needed.

Specifically, the paper looks at how AET in sub-Saharan Africa can contribute to agricultural development by strengthening innovative capacity, or the ability of individuals and organisations to introduce new products and processes that are socially or economically relevant, particularly with respect to smallholder farmers who represent the largest group of agricultural producers in the region.
