This Economic and Sector Work paper, “Enhancing Agricultural Innovation: How to Go Beyond the Strengthening of Research Systems,” was initiated as a result of the international workshop, “Development of Research Systems to Support the Changing Agricultural Sector,” organized by the Agriculture and Rural Development Department of the World Bank in June 2004 in Washington, DC.

Given the diversity and context-specificity of innovation systems approaches, in March 2007 the World Bank organized a workshop in which about 80 experts (representing donor agencies, development and related agencies, academia, and the World Bank) took stock of recent experiences with innovation systems in agriculture and reconsidered strategies for their future development. This paper summarizes the workshop findings and uses them to develop and discuss key issues in applying the innovation systems concept. This paper reviews a recent donor-funded project concerning the introduction of post-harvest technology to poor hill farmers in India. Rather than conform to conventional development aid projects of either a “research” or an “interventionist” nature, it combines both approaches in a research-action program, which has more in common with a business development approach than a formal social science one. An important conclusion is that the work (and apparent success) of the project is consistent with an understanding of development that emphasizes the importance of innovation systems.

This paper examines some issues related to the production and marketing of kiwi in Arunachal Pradesh, the largest producer of kiwis in India. It contributes 56.5% of the total 8.5 thousand tons of kiwis produced in the country. This work has largely focused on the developed world, yet the majority of people and future economic growth lies in the developing world. Further, most research examines micro data on consumers or firms, limiting what is known regarding the role of macro factors on diffusion, such as social systems. Addressing these limitations, this research provides the first high-level insights into how green building adoption is occurring in developing countries.

What are key characteristics of rural innovators? How are their experiences similar for women and men, and how are they different? To examine these questions, this study draw on individual interviews with 336 rural women and men known in their communities for trying out new things in agriculture. The data form part of 84 GENNOVATE community case studies from 19 countries. Building on study participants’ own reflections and experiences with innovation in their agricultural livelihoods, we combine variable-oriented analysis and analysis of specific individuals’ lived experience.

This paper systematically reviews the evidence on what capacities the state requires to leverage agriculture for nutrition in fragile contexts, maintaining a focus on state in South Asia (especially India). It uses the framework of what the state ought to do (in terms of pathways), can do (in relation to parts of the enabling environment it is able to deliver) and is willing to do (addressing constraints in terms of political choices).
