The CGIAR Research Program on Aquatic Agricultural Systems (AAS) is pursuing a Research in Development approach that emphasizes the importance of embedding research in the development context. Reflecting this emphasis the six elements of this approach are a commitment to people and place, participatory action research, gender transformative research, learning and networking, partnerships, and capacity building. It is through the careful pursuit of these six elements that the program is believed to achieve the desired development outcomes.
In an effort to raise incomes and increase resilience of smallholder farmers and their families in Feed the Future1 (FTF) countries, the United States Agency for International Development (USAID) funded the Developing Local Extension Capacity (DLEC) project. This project is led by Digital Green in partnership with the International Food Policy Research Institute (IFPRI), CARE International (CARE) and multiple resource partners.

The paper defines and explains the concept of gender equality in advisory services and discusses the opportunities that gender equality in RAS would potentially create for global and local food production, women’s economic empowerment, household food security and nutrition as well as the challenges in achieving this.
Rural advisory services (RAS) can play an important role in addressing gender inequalities. However, RAS programmes have often fallen short of expectations to design and implement relevant services to help rural women and men achieve food security and generate more income. It looks at gender-differentiated barriers in access to RAS and challenges of effectively targeting women family farmers when delivering these services.

The first chapter gives an introduction of the project “Capacity Development for Analysis and Strengthening of Agricultural Innovation Systems in Central Asia and Turkey”, out of which the current publication reports about one of the project outputs achieved.
The aim of this document is to produce a state-of-the-art of the academic literature in order to identify theories and concepts available for: a) describing the structure, the dynamics and the functioning of agricultural advisory services; b) understanding how these services are embedded into national Agricultural Knowledge and Innovation Systems (AKIS), and into various agricultural and rural policies across the European Union (EU) countries; c) providing some conceptual elements to support the methodology for an inventory of agricultural advisory services in EU 27 countries (WP3 of the PR
This report explores the role of rural networks in enhancing innovation processes, questioning the features of the agricultural/rural networks could enhance farmers’ ability to co-innovate in cooperation with other actors.
