This paper addresses four questions: · What lessons can be drawn from the "rise and decline" of NARS in Africa? · What can African research managers learn from some of the successful reforms of NARS in Asia and Latin America over the past 10 to 15 years? · What are the major challenges facing the NARS in the ASARECA region in the coming 10-20 years? · What are the critical reforms and the incentives needed to develop pluralistic, accountable, productive and financially self-sustaining NARS in AFRICA?
This briefing paper aims to raise debate about agricultural information management (AIM) in the CORAF region. It draws attention to initiatives concerned with AIM and sub-Saharan Africa (SSA) from global to local levels. Using these examples, we pose questions as to what AIM is, highlight some key dilemmas, and some promising initiatives that may provide inspiration for debate about information in development. There are divergent views on what capacity development might mean in relation to agricultural biotechnology. The core of this debate is whether this should involve the development of human capital and research infrastructure, or whether it should encompass a wider range of activities which also include developing the capacity to use knowledge productively. This paper uses the innovation systems concept to shed light on this discussion, arguing that it is innovation capacity rather than science and technology capacity that has to be developed.
This paper synthesizes Component 2 of the Regoverning Markets Programme. It is based on 38 empirical case studies where small-scale farmers and businesses connected successfully to dynamic markets, doing business with agri-processors and supermarkets. The studies aimed to derive models, strategies and policy principles to guide public and private sector actors in promoting greater participation of small-scale producers in dynamic markets. This publication forms part of the Regoverning Markets project.
Les démarches de développement local sont assez standardisées : à partir d'un diagnostic territorial, on met en oeuvre un appui technique et financier aux organisations locales, pour la réalisation de projets dont elles assureront la gestion. Mais les organisations locales sont de nature variée, toutes n'ont pas forcément envie de gérer les équipements qu'elles demandent ; ceux-ci sont plus ou moins complexes à gérer et certains relèvent des prérogatives communales. Enfin, le diagnostic initial dépend de la logique d'ensemble de l'action.

The ability to respond to new challenges and opportunities is important not just for producers but also for industries in developing countries. This paper aims to present what "innovation response capacity" entails, especially for natural resourcebased industries in a developing country context.

This paper explores how a 'conflict and violence sensitive' framework in project assessment, design and implementation facilitates early identification and mitigation of negative consequences of competition and dispute, and promotes sustainable development over the longer term. It discusses the role of renewable resources in perpetuating conflict and violence, and distills lessons from selected development programming experiences in managing conflict risks associated with these dynamics.
