Policy processes are formal and informal negotiations in which heterogeneous groups of stakeholders seek to influence policy agenda setting and the development and implementation of policy. Innovation platforms can help balance the vested interests of market actors, civil society and other stakeholders to support policy processes. They can bring together different types of expertise, experience and interests, and facilitate learning between policymakers and market and civil society actors to develop negotiated and implementable policies and regulations.
The design of capacity development interventions is a crucial phase in the capacity development (CD) for agricultural innovation systems (AIS) cycle of the TAP Common Framework. Intervention planning follows from and builds on the visioning exercises and needs assessments carried out beforehand. Options for CD interventions will depend on the country context, ongoing programmes and funding opportunities. Prioritization should also include identification of activities that can take off immediately.

A monitoring system is a collection of methods and tools to track and measure innovation activities, processes among partners, and the results of these processes. The International Center for Tropical Agriculture (CIAT) implements participatory monitoring and evaluation (PM&E) systems as a means of strengthening learning, self-reflection and facilitating institutional learning and change (ILAC) processes within Research and Development (R&D) institutions and local communities in Africa.
Members of the Pan-Africa Bean Research Alliance were working to improve their capacity in planning and management through the introduction of participatory monitoring and evaluation (PM&E) systems to national agricultural research and extension institutes (NARES) and their partners in Eastern and Southern Africa. The national bean programmes within NARES in six countries had been successful in institutionalising PM&E and in encouraging partners involved in the dissemination of bean technologies to incorporate PM&E systems in their projects.

El propósito de ese informe es aportar insumos en el marco de un amplio diálogo de saberes, para el reconocimiento de la estrecha relación entre la investigación agrícola para el desarrollo, la innovación tecnológica y el bienestar de las comunidades rurales con referencia a sus medios de vida.
Este estudio apunta a reducir estas brechas de conocimiento al generar información clave que muestre de una forma clara un mapa de la cadena productiva de banano criollo a nivel nacional con los principales actores, además de identificar los principales cuellos de botella que están afectando la eficiencia actual de la cadena. Para esto se está trabajando con dos casos de estudio la Asociación de Pequeños Productores de Talamanca (APPTA) y la Asociación de Campesinos Productores Orgánicos (ACAPRO).

Los evaluadores analizaron los documentos relevantes del proyecto y realizaron entrevistas focalizadas y estructuradas en Alemania y en los dos países socios visitados. Para completar, se realizaron entrevistas a distancia (por teléfono, Skype, Internet) en el contexto de ProCalidad Guatemala.
