Esta obra se base en los conocimientos y las experiencias de un grupo de administradores y evaluadores de 12 organizaciones, tanto nacionales como internacionales, que llevaron a cabo una serie de estudios de evaluación en Bangadesh, Cuba, Ghana, Nicaragua, Filipinas y Vietnam.
Desde finales de la década de los ochenta, la humanidad experimenta la ruptura de muchos de los modelos, enfoques y paradigmas que hasta entonces habían guiado los procesos de desarrollo, los que abarcan las dimensiones social, económica, ambiental, tecnológica y política. La globalización y la revolución de la informática y las telecomunicaciones, entre otras, han provocado incertidumbre y complejidad para analizar los fenómenos y procesos que inciden en el desarrollo.
En este artículo se presenta y discute la información fruto de los talleres realizados durante el 2007 y 2008 en los Centros Locales de Innovación Agropecuaria (CLIA), con la participación de productores y otros actores locales en nueve provincias del occidente, centro y oriente cubano. Se muestra el caso del CLIA Las Tunas.
En el marco del desarrollo del proyecto internacional Diseminación del Fitomejoramiento Participativo en Cuba, programa para fortalecer la Innovación Agropecuaria Local (PIAL) III Fase, y como parte de las herramientas de monitoreo y evaluación se elaboró una metodología para evaluar la influencia del contexto local sobre los impactos del proyecto. This synthesis report presents the outputs of the workshop organised by CTA at its headquarters in Wageningen, The Netherlands, 15-17 July 2008. The outputs are presented in two main parts, each corresponding to one of the workshop objectives, and ends with a section on the way forward as suggested by the workshop participants. It also includes a first attempt to come to a consolidated generic framework on AIS performance indicators, based on the outputs of the different working groups.
This brief provides an overview of the monitoring and evaluation (M&E) system of the CGIAR Research Program on Aquatic Agricultural Systems (AAS) and describes how the M&E system is designed to support the program to achieve its goals. The AAS program aims to improve the lives of 22 million people dependent upon aquatic agricultural systems by 2024 through research in development.
This report reviews the evidence of impact of capacity strengthening on agricultural research for development (AR4D) in developing countries. The study was commissioned by DFID as part of the documentation process of the project Strengthening Capacity for Agricultural Research for Development in Africa (SCARDA).
This paper captures lessons from recent experiences on using ‘theories of change’ amongst organisations involved in the research–policy interface. The literature in this area highlights much of the complexity inherent in the policymaking process, as well as the challenges around finding meaningful ways to measure research uptake. As a tool, ‘theories of change’ offers much, but the paper argues that the very complexity and dynamism of the research-to-policy process means that any theory of change will be inadequate in this context.
Governments of low-income countries and international development donors are increasing their funding for research at least in part on the assumption that research has positive impacts on socioeconomic development. Four pathways are commonly cited to describe how research will contribute to development: 1. Investment in research will drive economic growth; 2. The Guidance Note on Operationalization provides a brief recap of the conceptual underpinnings and principles of the TAP Common Framework as well as a more detailed guide to operationalization of the proposed dual pathways approach. It offers also a strategy for monitoring and evaluation as well as a toolbox of select tools that may be useful at the different stages of the CD for AIS cycle.
