This set of guidance notes is designed to support practitioners and evaluators in conducting retrospective evaluations of a capacity development intervention or portfolio to assess and document results. Users will enhance their understanding of the capacity development process, of what works and what does not work in promoting change and to inform future programs. The standard M&E approach for assessing capacity development results has not been sufficient.

On the basis of their pragmatic value in guiding decisions, needs assessments are used in various professions and settings from emergency rooms to corporate boardrooms to guide decision making. Nonetheless, although needs assessments have many different applications, in this book on needs assessments as they are applied in organizations to accomplish results, as opposed to their use in personal decisions or medical triage.
Poverty reduction is a long-standing development objective of many developing countries and their aid donors, including the World Bank. To achieve this goal, these countries and organizations have sought to improve smallholder agricultural productivity in Sub-Saharan Africa (SSA) as part of a broader rural development agenda aimed at providing a minimal basket of goods and services in rural areas to satisfy basic human needs. These goods and services include not only food, health care, and education, but also infrastructure.
This chapter examines processes to inform decision making and manage innovation at four generally defined levels of the innovation system for agriculture; policy, investment, organization, and intervention and also identifies methods relevant at each level for assessing, prioritizing, monitoring, and evaluating innovation processes so that practitioners have the information needed for decision making and for managing limited resources effectively.

The overall objective of the Comprehensive Assessment of the Agricultural Sector (CAAS) is to provide an evidence base to enable appropriate strategic policy responses by the Government of Liberia (GoL) and its development partners in order to maximize the contribution of the agriculture sector to the Government's overarching policy objectives. Given the strong relationship between growth in agricultural productivity and poverty reduction, future efforts in Liberia need to focus on productivity enhancing measures with a pro-poor focus that increase incomes.
The Agribusiness Innovation Initiative (AII) seeks to contribute to advancing a climate-smart competitive agribusiness sector which will create more jobs and raise incomes for Ethiopians. Climate change threatens to undermine decades of development achievements in China's Huang-Huai-Hai River Basin. Farmers in the 3H Basin have long been plagued by water scarcity and frequent droughts and floods. Development efforts have succeeded in relieving some of these pressures, but the effects of climate change put these achievements in jeopardy.

The industrial structure of the country has not experienced any significant changes in the past thirty years. Inadequate industrial environmental performance is an important contributor to the weak export performance of Pakistan's industrial sectors.
