Ce document fait le bilan du projet de recherche-action Agora dédié au renforcement de la gouvernance de services publics dans des communes du Bénin, du Burkina Faso et du Mali. Mené par Cités Unies France, le Gret, le Laboratoire Citoyennetés et plusieurs partenaires locaux de 2011 à 2014, Agora a couplé des phases de recherche, d’animation et d’apprentissage à la concertation entre les opérateurs, élus, agents de services techniques et usagers. Il se caractérise par la participation effective d’une équipe de chercheurs au dispositif de concertation.
In theory, under the federal structure agricultural extension services can serve communities better as it aims to be client responsive and accountable to its consumers at the village level. However, poor understanding of federalism that has only recently emerged from the persisting centralized and feudal conceptions, limited practices of democratic norms and values primarily due to the lack of understanding of local governance, and limited commitment of political actors and policy makers to federalism, may derail the good intentions behind federalism.
This report demonstrates that financial cooperatives can be sustainable providers of financial services in rural areas and development assistance needs to consider supporting them as a means to enhance access to rural finance. It does not suggest that financial cooperatives are the only providers or the preferred channel in all circumstances. For financial cooperatives to function as sustainable institutions, governments need to provide an enabling environment, not exercise excessive control that restricts growth and consolidation, and not use them as channels to provide subsidized credit.
The main goal of the study is to quantify the effects of a) change in nitrogen fertilization rate, b) adjustment of sowing date, c) implementation of new cultivars, and d) supplementary irrigation on maize cropping systems across six African countries including Ghana, Nigeria, Kenya, Malawi, Ethiopia and Burkina Faso. For this purpose, 30 years (1980-2010) of climate data are used as well as soil and management information obtained from global datasets at 0.5° x 0.5° spatial resolution.
The study analyzes the current state of Agricultural Technical and Vocational Education and Training (ATVET) in Africa and presents its challenges and opportunities. A review of the ATVET in selected Sub-Saharan Africa countries shows that there are far too few training opportunities for young people and that often, the training offered does not match the needs of the private sector and of local administrations. Depuis 2009, l'Union des groupements pour la commercialisation des produits agricoles de la Boucle du Mouhoun, au Burkina Faso, soutenue par ses partenaires techniques et financiers, a mis en place un service de conseil à l'exploitation familiale (CEF) pour ses membres. Ce service a pour objectif de favoriser l'apprentissage et la formation des agriculteurs en mettant l'accent sur la maîtrise de la gestion technico-économique de l'exploitation agricole, suivant quatre axes principaux : prévoir, mettre en oeuvre, analyser et évaluer.
Feeding an additional three billion people over the next four decades, along with providing food security for another one billion people that are currently hungry or malnourished, is a huge challenge. Meeting those goals in a context of land and water scarcity, climate change, and declining crop yields will require another giant leap in agricultural innovation. The aim of this paper is to stimulate a dialogue on what new approaches might be needed to meet these needs and how innovative funding mechanisms could play a role.
This paper is a case study of capacity strengthening activities carried out at the Agricultural Research Corporation in Sudan between July 2008 and March 2011. These activities were undertaken through the project ‘Strengthening Capacity for Agricultural Research and Development (SCARDA)’ which was implemented in the East and Central Africa region by the Association for Strengthening Agricultural Research in East and Central Africa.
