The concept of open innovation is currently one of the key issues regarding the innovative development of micro, small, and medium enterprises (SMEs). It has been the subject of research both in the theoretical and empirical context. At present, there is no unambiguous definition conceptualizing the conceptual scope of open innovation (OI). However, enterprises do not always decide by themselves to be open to the environment.
The use of digital technologies has been recognized as one of the great challenges for businesses of the 21st century. This digitalization is characterized by the intensive use of information technologies in the different stages of the value chain of a sector. In this context, smart agriculture is transforming the agricultural sector in terms of economic, social, and environmental sustainability.
While education access has improved globally, gains are uneven, and development impacts driven by increases in education continue to be left on the table, especially in rural areas. Demand-driven extension and advisory services (EAS) – as a key institution educating rural people while providing agricultural advice and supplying inputs – have a critical role to play in bridging the education gap. This can help ensure that millions of young people successfully capitalise on opportunities in agriculture markets, as surveys in Rwanda and Uganda demonstrate.
Participatory research can improve the efficiency, effectiveness, and scope of research processes, and foster social inclusion, empowerment, and sustainability. Yet despite four decades of agricultural research institutions exploring and developing methods for participatory research, it has never become mainstream in the agricultural technology development cycle. Citizen science promises an innovative approach to participation in research, using the unique facilities of new digital technologies, but its potential in agricultural research participation has not been systematically probed.

This brochure presents the UNDP approach to supporting capacity development and the policy statements that UNDP supports. These are backed up by ongoing research and analysis of capacity development theory, methods and applications. The services included are examples of capacity development initiatives that can be supported by UNDP or its partners. Feeding an additional three billion people over the next four decades, along with providing food security for another one billion people that are currently hungry or malnourished, is a huge challenge. Meeting those goals in a context of land and water scarcity, climate change, and declining crop yields will require another giant leap in agricultural innovation. The aim of this paper is to stimulate a dialogue on what new approaches might be needed to meet these needs and how innovative funding mechanisms could play a role.
