Ce document fait le bilan du projet de recherche-action Agora dédié au renforcement de la gouvernance de services publics dans des communes du Bénin, du Burkina Faso et du Mali. Mené par Cités Unies France, le Gret, le Laboratoire Citoyennetés et plusieurs partenaires locaux de 2011 à 2014, Agora a couplé des phases de recherche, d’animation et d’apprentissage à la concertation entre les opérateurs, élus, agents de services techniques et usagers. Il se caractérise par la participation effective d’une équipe de chercheurs au dispositif de concertation.
Ce guide s’adresse aux professionnels du monde rural, et au-delà, aux professionnels du développement (ONG d’appui, groupements, organisations paysannes, etc.) qui mettent en place et animent des services d’information. Le rôle de l'information est déterminant dans la pratique professionnelle. Elle est nécessaire au renforcement des connaissances et des compétences des acteurs, comme aide à l'action, à l'innovation et à la résolution des problèmes. Pour cela, elle doit être opérationnelle, pratique et directement utilisable.
Ce guide est né d’une demande de paysans africains qui souhaitaient s’engager dans des pratiques agricoles plus respectueuses de leur environnement et plus durables. The first phase in the development of the Common Framework on Capacity Development for Agricultural Innovation systems (CD for AIS) consisted of the review of the existing literature, building up a repository of relevant documentation on agricultural innovation in general and AIS and CD for AIS. This report summarizes this first phase. In particular, Section 1 covers this brief introduction. Sections two and three focus on the review of relevant literature, presenting the methodology used and the structure of the repository itself.

L'objectif du Cadre Commun de la TAP est de promouvoir une meilleure cohérence et un impact plus fort du RC en soutien aux SIA sous les tropiques. Développé en 2015 à travers un processus hautement participatif, il a été convenu que le Cadre devrait fournir des bases conceptuelles et des indications pratiques.
