This paper is the result of a joint effort of OECD/DAC and LenCD to assemble the critical messages about training and learning that are emerging from the current international scrutiny of training and capacity development. It synthesises current wisdom on the topic, and offers a sense of direction on where the debate is going, particularly in terms of approaches to capacity development interventions at country and field levels. This paper captures lessons from recent experiences on using ‘theories of change’ amongst organisations involved in the research–policy interface. The literature in this area highlights much of the complexity inherent in the policymaking process, as well as the challenges around finding meaningful ways to measure research uptake. As a tool, ‘theories of change’ offers much, but the paper argues that the very complexity and dynamism of the research-to-policy process means that any theory of change will be inadequate in this context.

Mené par Cités Unies France, le Gret, le Laboratoire Citoyennetés et plusieurs partenaires locaux de 2011 à 2014, Agora a couplé des phases de recherche, d’animation et d’apprentissage à la concertation entre les opérateurs, élus, agents de services techniques et usagers. Il se caractérise par la participation effective d’une équipe de chercheurs au dispositif de concertation.

In an effort to raise incomes and increase resilience of smallholder farmers and their families in Feed the Future1 (FTF) countries, the United States Agency for International Development (USAID) funded the Developing Local Extension Capacity (DLEC) project. This project is led by Digital Green in partnership with the International Food Policy Research Institute (IFPRI), CARE International (CARE) and multiple resource partners.
This paper synthesizes Component 2 of the Regoverning Markets Programme. It is based on 38 empirical case studies where small-scale farmers and businesses connected successfully to dynamic markets, doing business with agri-processors and supermarkets. The studies aimed to derive models, strategies and policy principles to guide public and private sector actors in promoting greater participation of small-scale producers in dynamic markets. This publication forms part of the Regoverning Markets project.

Con este documento, el Instituto confía en aportar a sus Estados Miembros una herramienta valiosa para fortalecer el trabajo realizado por sus propias instituciones y extensionistas.
