Galvanizing the commitment of agricultural innovation systems (AIS) actors through learning, participation and reflection is a prerequisite for capacity development (CD) initiatives. This phase ensures both a common understanding of the process of CD for AIS as well as to create ownership and high-level support by those that head and lead representative bodies of actors within the system.
Global agriculture will face multiple challenges over the coming decades. It must produce more food to feed an increasingly affluent and growing world population that will demand a more diverse diet, contribute to overall development and poverty alleviation in many developing countries, confront increased competition for alternative uses of finite land and water resources, adapt to climate change, and contribute to preserving biodiversity and restoring fragile ecosystems.

World population is expected to surpass the 9 billion mark by 2050, and agriculture has to increase the production of nutritious food to meet the growing demand and ensure food security for all. It has to generate jobs, improve incomes and contribute to poverty eradication and rural economic growth. And it has a major role to play in the sustainable management of natural resources. Most of the increase in food production will have to take place in developing countries.
This publication aims to inform the debate on the status of food security in Arab countries, and provide policy options for enhancing food security in the future, in line with the overarching directions of the 2030 Agenda for Sustainable Development. Given the heterogeneity of the Arab region, both in terms of natural endowment, particularly in water resources, and economic capabilities, the report’s analysis divides the region into four subregions, each consisting of a more homogeneous group of countries.
