Parasitic weeds such as Striga spp and Rhamphicarpa fistulosa in smallholder rice production systems form an increasing problem for food and income security in sub-Saharan Africa. In this paper we implement the Rapid Appraisal of Agricultural Innovation Systems (RAAIS) as a diagnostic tool to identify specific and generic entry points for innovations to address parasitic weeds in rain-fed rice production in Tanzania. Data were gathered across three study sites in Tanzania where parasitic weeds are eminent (Kyela, Songea Rural and Morogoro Rural districts).
Increasingly, multi-stakeholder processes have been recognized as being necessary to the development of public policies seeking to promote systemic innovation in response to complex and multidimensional challenges, such as household food security, rural development, and environmental change. Saint Lucia, a small island developing state located in the Caribbean, has been grappling with a wide range of agriculture, food and nutrition security challenges with varying degrees of policy success.
Motivated by donor interest in innovative thinking on food security, the authors conducted an interdisciplinary, triangulation analysis of four divergent conceptual frameworks, each relevant to diagnosing food insecurity in developing countries. They found notable tensions as well as synergistic interactions between agroecology, agricultural innovation systems, social–ecological systems, and political ecology. Cross-framework interactions enhance our understanding of how sectoral and macro-economic development strategies impact on livelihoods, availability, and access.
This paper addresses the question how public-private partnerships (PPPs) function as systemic innovation policy instruments within agricultural innovation systems. Public-private partnerships are a popular government tool to promote innovations. However, the wide ranging nature of PPPs make it difficult to assess their effects beyond the direct impacts they generate for the partners.
This paper provides a snapshot of the agriculture-nutrition nexus in the region, outlines the pathways through which agriculture can influence nutrition outcomes, elaborates on the objectives of the Leveraging Agriculture for Nutrition in South Asia (LANSA) research consortium within this context, and highlights the core findings of the six papers that form the body of this Special Issue. The aim of this paper is to identify opportunities to strengthen food system policy for nutrition, through an analysis of the policies relevant to the external food environment for fruit and vegetables in India. We conducted interviews based on policy theory with 55 stakeholders from national and state level, from within government, research, private sector and non-government agencies, and from health, agriculture and economic sectors.
The paper documents the institutional logics of three case studies. The first case study focuses on farmer cooperatives and analyses the rules and routines enforced by new national legislation in replacement of traditional village associations. The argument behind this new arrangement was to better facilitate members’ access to agricultural inputs and services to enhance food production. The second case is about the institutional arrangement of seed systems in Mali. The new agricultural development framework includes a Seed Law aimed at facilitating farmers’ access to high quality seed.
This paper assesses why participation in markets for small ruminants is relatively low in northern Ghana by analysing the technical and institutional constraints to innovation in smallholder small ruminant production and marketing in Lawra and Nadowli Districts. It is argued in this paper that for the majority of smallholders, market production, which requires high levels of external inputs or intensification of resource use, is not a viable option.
Innovation platforms (IPs) are a way of organizing multistakeholder interactions, marshalling ideas, people and resources to address challenges and opportunities embedded in complex settings. The approach has its roots in theories of complexity, the concept of innovation systems and practices of participatory action research. IPs have been widely adopted across Africa and beyond in recent years as a “must have” tool in a range of “for development” modes of agricultural research.
This paper evaluated the implementation of an initiative for promoting risk-based approaches to improve food safety management in Vietnam. A Taskforce of Risk Assessment for Food Safety (Taskforce) was formed and consisted of researchers working on risk assessment and food safety, and representatives of the related ministries of Health and of Agriculture. We used the OECD Development Assistance Committee Evaluation Criteria as a framework for assessing the impact of the Taskforce with five evaluation areas – relevance, effectiveness, efficiency, impact and sustainability.
