This paper has been prepared under the guidelines provided by the TAP Secretariat at the FAO, as a contribution to the G20 initiative TAP, which includes near 40 partners and is facilitated by FAO. Its purpose is to provide a Regional synthesis report on capacity needs assessment for agricultural innovation, with capacity gaps identified and analyzed, including recommendations to strengthen agricultural innovation systems (AIS) and draft policy recommendations to address the capacity gaps.

El presente trabajo se propuso elaborar participativamente una propuesta de estrategia trinacional para la incidencia política en el sector agropecuario a partir del enfoque de Agricultura Climaticamente Inteligente. Para lograr lo anterior, se realizó un análisis de los actores territoriales vinculados con el sector agropecuario con el propósito de visualizar las oportunidades y potencialidades para emprender un proceso de incidencia política en el territorio, a partir de la construcción participativa de una propuesta de estrategia.
El documento tiene como objetivo analizar los avances realizados por países de América Latina y el Caribe (ALC) en el fortalecimiento de la institucionalidad vinculada a la agricultura, el cambio climático y la seguridad alimentaria. Using Nepal as a case, this paper illustrates how farmers and their supporting institutions are evolving and co-producing climate sensitive technologies on demand. Drawing upon the hypothesis of induced innovation, the authors examine the extent to which resource endowments have influenced the evolution of technological and institutional innovations in Nepal’s agricultural research and development. This study reveals that Nepal has developed a novel multilevel institutional partnership, including collaboration with farmers and other non-governmental organizations in recent years.
This paper critically discusses the modification and application of one particular participatory approach to agricultural systems analysis (Rapid Appraisal of Agricultural Innovation Systems [RAAIS]) to agricultural adaptation in Southeast Kazakhstan. We consider the overall effectiveness of the method as a research tool, practical issues in the implementation of workshops, definition of and selection of participant groups, as well as the questions of participation and empowerment within the workshops themselves.
African farming systems are highly heterogeneous: between agroecological and socioeconomic environments, in the wide variability in farmers’ resource endowments and in farm management. This means that single solutions (or ‘silver bullets’) for improving farm productivity do not exist. Yet to date few approaches to understand constraints and explore options for change have tackled the bewildering complexity of African farming systems.
