This paper has been prepared under the guidelines provided by the TAP Secretariat at the FAO, as a contribution to the G20 initiative TAP, which includes near 40 partners and is facilitated by FAO. Its purpose is to provide a Regional synthesis report on capacity needs assessment for agricultural innovation, with capacity gaps identified and analyzed, including recommendations to strengthen agricultural innovation systems (AIS) and draft policy recommendations to address the capacity gaps.
Based on eleven case studies from Africa, Asia, and Latin America, this report describes farmer-led research findings and their dissemination, and analyzes available evidence on the impact of farmer-led approaches to agricultural research and development on rural livelihoods, local capacity to innovate and adapt, and influence on governmental institutions of agricultural research and development.

El documento destaca iniciativas innovadoras, en ámbitos como la formulación de políticas, el desarrollo de marcos legales, el fomento de la investigación y la innovación, el desarrollo de mecanismos de financiamiento, y la gestión de riesgos climáticos, entre otros. Actores locales y productores agropecuarios en Latinoamérica tienen acceso limitado a la información agroclimática y, cuando logran acceder a ella, tienen dificultades para traducirla en conocimiento procesable y accionable. Si bien los servicios climáticos son reconocidos por contribuir a cerrar la brecha entre la generación de información climática y su uso por parte de las partes interesadas, su provisión y uso en Latinoamérica aún representa un desafío crítico.
Local stakeholders and agricultural producers in Latin America have limited access to agroclimatic information and, when they do gain access to it, they have difficulty translating it into understandable and actionable knowledge. While climate services are recognized as contributing to bridging the gap between the generation of climate information and its use by stakeholders, their provision and use in Latin America still represents critical challenge.
This collection of posters from the TAP-AIS project illustrates key achievements of the project towards strengthening national agricultural innovation systems (AIS) in Africa (Burkina Faso, Eritrea, Malawi, Rwanda, Senegal), Latin America (Colombia), Asia and the Pacific (Cambodia, Lao PDR, Pakistan). For each of these nine countries, and for their respective regions, the posters provide: i) thematic focus and context; ii) constraints in the AIS; iii) capacity development interventions; iv) outcomes; v) the way forward.
The timeline tool is generally put to use when stakeholders embark upon the self-assessment phase of their innovation partnership. Stakeholders are asked to recall moments they feel were significant for the partnership, from its beginning to the present and to reflect upon how the partnership has evolved since it began.
The capacity-focused problem tree pinpoints a core capacity issue, along with its causes and effects. It helps clarify the precise capacity-development objectives that the intervention aims to achieve. The focus should be on functional capacity, but room should be left to acknowledge technical capacity issues too.
