This publication provides a collection of papers, commentaries, expert opinions and reflections on state-of-the-art innovation systems thinking and approaches in agriculture. It is the direct output of a CTA and WUR/CoS-SIS collaboration which had its genesis in an expert consultation on ‘Innovation Systems: Towards Effective Strategies in support of Smallholder Farmers’.
L’agronomie s’interroge sur la façon de co-développer de nouvelles propositions techniques et organisationnelles pour améliorer la production et le niveau de vie des populations. La Recherche-Action en Partenariat (RAP) est une démarche de recherche qui associe les acteurs locaux à la construction d’innovations. Le caractère imprévisible des stratégies des acteurs et la nécessité d’atteindre les objectifs de la RAP incitent les chercheurs à mettre en place des dispositifs adaptés à la situation locale.
Nous étudions le processus de transfert politique selon lequel les idées et valeurs du développement durable, mûries et véhiculées au niveau international, donnent lieu au niveau national à une recomposition des modes publics d’intervention en milieu rural. Au Mali et à Madagascar, les politiques de développement durable recouvrent des expressions différentes. Nous interprétons ces différences par une analyse comparative des stratégies des acteurs intervenant dans le jeu politique. Nous montrons que ces stratégies renvoient à des processus historiques.
Des réformes institutionnelles ont autorisé la liberté d’association dans les pays du Maghreb. L’émergence et/ou l’essor d’un réseau ramifié d’organisations offertes par ces nouvelles politiques de développement rural ont multiplié les possibilités d’action autonome des acteurs sociaux dans la vie locale.

Given the strong relationship between growth in agricultural productivity and poverty reduction, future efforts in Liberia need to focus on productivity enhancing measures with a pro-poor focus that increase incomes.

This Policy Memorandum provides policy advice to the government of Liberia (GOL) in an effort to mainstream gender issues in policies, programs, and projects supporting agricultural production and value-chain development. It is organized as follows. Following the food price crisis in 2008, African governments implemented policies aiming at crowding in investment in rice value chain upgrading to help domestic rice compete with imports. This study assess the state of rice value chain upgrading in West Africa by reviewing evidence on rice millers’ investment in semi-industrial and industrial milling technologies, contract farming and vertical integration during the post-crisis period 2009–2019. We find that upgrading is more dynamic in countries with high rice production and import bills and limited comparative advantage in demand.
